Award bid to RD Johnson Excavating in the amount of $226,580.75 for PW1613 – 2016 CDBG Sidewalk Gap Program

 

 

Executive Summary:

The city has been making continuous efforts to complete existing sidewalk gaps to improve the pedestrian network. Community Development Block Grant funds have been instrumental in the effort to improve the walkability of low to moderate income areas in Lawrence. Sidewalk segments have been selected with an emphasis on placing sidewalk on both sides of arterials and collectors, on one side of residential streets, along safe routes to school, and connecting residents to points of interest throughout the city (see attached map).

 

The current request would be funded by prior CDBG sidewalk gap resources from the 2015 and 2016 grant years. The department’s budget for this project is $240,000 but the low bid is $279,960. To keep the project within budget, sections one through twelve, as shown on the bid tab, are proposed to be constructed. Sections thirteen and fourteen will be constructed as part of a future project. This project will use $86,632 in 2015 CDBG funding, $117,625 in 2016 CDBG funding, and $22,323 of 2017 budgeted pedestrian-bicycle funding, for a total project cost of $226,580. This project will be constructed this spring/summer.

Fiscal Impact (Amount/Source):

Awarding this bid results in a fiscal impact of $226,580. Funding for the project consists of $86,632 in 2015 CDBG funds, $117,625 in 2016 CDBG funds, and $22,323 of 2017 budgeted pedestrian-bicycle funding. The project was not included in the 2017-2021 CIP since it spends down prior year CDBG funding.
