Recommendations/Options/Action Requested:

 

Approve the installation of two additional downtown bike corrals (20 bike parking spaces) and removal of two associated parking spaces based on recommendations from Transportation Commission and the installation of 5 inverted U bike racks (10 bike parking spaces) in no parking zones.

 

Executive Summary:

In 2015, the Douglas County Community Foundation awarded a LiveWell Community Wellness Grant to the City of Lawrence for bike corrals and inverted U racks. Due to economies of scale when purchasing the three bike corrals and twenty-two inverted U racks in early 2015, there is $1,987.32 grant funding still available for additional bike parking facilities. The Douglas County Community Foundation (DCCF) provided an extension to the grant so additional downtown bike parking facilities could be purchased and installed.

 

The pilot project was extended until December 2017 where a review of the program will be presented to the Transportation Commission for future consideration.

 

In November 2016, the Granada and Red Lyon made requests to the Lawrence-Douglas County Bicycle Advisory Committee (BAC) to have bike corrals installed near their locations. The BAC recommended two corrals for installation on November 21, 2016.

 

The Transportation Commission held a public hearing at their March 6, 2017 meeting to consider parking removal and bike corral installation based on the BAC recommendation. Two members of the public spoke. John Thornburg asked the Commission to not move forward with on-street bike corrals in front of the library. Michael Almon, with the Sustainability Action Network, said he was supportive of the pilot project because it was grant funded, but he thinks the City needs to develop a policy for businesses to request and pay for bike corrals near their business.  The Transportation Commission recommends approval of the two additional bike corrals to the City Commission for a final decision.

Install two additional bike corrals downtown

1.    One on the west side of 10th and Massachusetts street in the first angled parking space in front of Ingredient (947 Massachusetts St)

2.    One in front of the Granada (1020 Massachusetts St) on the north side of the planter island, where a 15 minute meter will need to be relocated.

 

Install 5 inverted U racks (10 bike parking spaces) in no parking zones (on both sides of 9th Street) on the east side of the 9th St and New Hampshire St intersection.

Fiscal Impact (Amount/Source):

The fiscal impact to the City is staff time to install the additional racks which was committed as part of the grant application to the DCCF.
