Award Bid No. 1716 to RD Johnson Excavating and authorize the City Manager to execute the construction contract in the amount of $524,829.00 for the Lower Naismith Valley Interceptor Project UT1608. |

Executive Summary: |
The Lower Naismith Valley Interceptor Project UT1608 will replace approximately 1,400 LF of 24” and 36” Interceptor sewer into Pump Station 10 (PS 10) with 36” and 48” Interceptor. The existing 24” and 36” pipes that parallel each other for 650 LF will be replaced by one 48” pipe. The pipes are designed to have sufficient capacity for the future Lower Naismith Valley Interceptor that will be installed when Pump Station 8 is taken out of service. The project is scheduled to be completed by October 2017.
The February 7, 2017 City Manager’s Report notified the City Commission of a bid date of March 7, 2017 for this project (Bid No. 1716). That notification explained the need for the Commission to amend the Capital Improvement Program to add this project to the 2017 CIP. The project will be funded by savings from other completed Utilities projects and is feasible within the 2017 budget and utility rate plan.
Professional Engineering Consultants completed construction documents and the project was advertised on February 8, 2017. Bids were opened on March 7, 2017 and the bids were read publicly aloud as follows:
A minor error was noted in the bids of RD Johnson Excavating and Wolf Construction but the errors did not significantly change the bid amounts or bid ranking. Professional Engineering Consultants (PEC) has reviewed the bids, qualifications, and current project commitments of the low bidder, RD Johnson Excavating. PEC recommends awarding the bid to RD Johnson Excavating in the amount of $524,829.00 which is the corrected total for the RD Johnson bid.

Fiscal Impact (Amount/Source): |
The financial impact is $524,829, funded out of the 2017 Utilities Non-bonded Construction Fund. Sufficient funding is available due to savings from other completed projects.
The 2017 Capital Improvement Program will need to be amended to include the Lower Naismith Valley Interceptor project. Discussion of the amendment will be part of the work session planned for April 11.
