Authorize City Manager to execute a license agreement with Greyhound for the use of the City’s right-of-way to establish a bus stop on 7th Street between Kentucky Street and Vermont Street. |

Executive Summary: |
The Greyhound Bus provides daily service to Lawrence on its route between Topeka and Kansas City three times a day at 8:55 am, 1:55 pm and 5:50 pm. Greyhound had a partnership with the gas station on the southeast corner of 6th & Crestline that served as their Lawrence stop. In 2015 the gas station closed. The City has provided Greyhound an area to use east of City Hall at the Riverfront Mall at no cost since then and has provided several extensions of time allowing Greyhound to find a new location.
On February 7, 2017 the City Commission authorized staff to negotiate an agreement with Greyhound to establish a bus stop adjacent to the library.
The City and Library staff reviewed an area on Vermont Street near the plaza and parking garage. Due to the pedestrian and other transit activity, as well as visibility accessing the parking garage, this site is not being recommended.
The attached agreement designates an area on 7th Street between Kentucky Street and Vermont Street. Four metered parking stalls will be removed to establish the bus stop. Greyhound will pay for the costs of removing the parking meters and identifying (signage) the bus stop area. The agreement provides that Greyhound will pay a monthly fee of $250 per month for the first six months and $500 per month for the following six months. The term of the agreement is one year at which time the agreement can be renegotiated. This provides Greyhound an incentive to find a permanent location at a private property. Greyhound has agreed to these terms and is reviewing the agreement.
The Library is amenable to allowing the Greyhound bus stop at this location while they continue to search for a permanent location that would also offer ticket sales.

For the use of the right-of-way, the City will receive $250 per month compensation for the first six months and $500 per month beginning with the seventh month. Greyhound will reimburse the City for the cost of improvements to accommodate the stop. Those costs are not expected to exceed $500. |
