Recommendations/Options/Action Requested:

 

Authorize the Police Chief to execute a Memorandum of Understanding with the Haskell Indian Nations University concerning cooperation and outreach efforts to help combat crimes against students and staff.

 

Executive Summary:

Haskell Indian Nations University (Haskell) requests that the Lawrence Police Department (LPD) participate in a Memorandum of Understating (MOU) entitled the “Haskell Indian Nations University Violence Prevention Project” (HINUVPP). The MOU is a necessary component for a federal grant Haskell seeks through the U.S. Department of Justice (DOJ) Office on Violence Against Women (OVW). Haskell and the City of Lawrence have a rich history of cooperation, and City staff believes that entering into this MOU can help strengthen support to the university, its students, and staff.

 

The grant Haskell University will be applying for helps to provide victims with the protection and services needed to pursue safe and healthy lives as well as helping to improve the communities’ capacity to provide justice for victims and to hold offenders accountable. 

 

City Staff, including staff from the LPD, have reviewed the MOU and are comfortable with the language as written.

Fiscal Impact (Amount/Source):

There is no fiscal impact to the City. This MOU asks that LPD officers refer, when appropriate, student and staff victims of sexual assault, domestic violence, and stalking, to the appropriate service agencies. This can be done verbally at no cost.
