Authorize the City Manager to execute a contract with Lawrence Memorial Hospital for a discounted rate of health care services rendered to uninsured persons in the custody of the Lawrence Police Department, consistent with K.S.A. 22-4612. |

Executive Summary: |
K.S.A. 22-4612 requires the City to pay for health care services rendered to persons receiving such care while in the custody of City law enforcement officers, when the person in custody does not have health insurance. For example, if an uninsured person is arrested by a police officer for an outstanding warrant, and the person becomes ill such that they require medical attention while they are in police custody, the statute requires the City to pay the lesser between the actual amount billed by the provider or the Medicaid rate. See K.S.A. 22-4612(a). The statute allows the City to enter into an agreement with a health care provider setting terms, conditions, and amounts that are different than the Medicaid rate. See K.S.A. 22-4612(b).
The attached agreement reflects the negotiations entered into between the City and the Lawrence Memorial Hospital (LMH). The contract provides that the City will receive an 89% discount off of the total amount billed for health care services rendered.
Prior to this agreement, the City was deducting 50% off Emergency Room Services. |

Fiscal Impact (Amount/Source): |
The fiscal impact to the City is an additional 39% deduction in Emergency Room charges, bringing the total discount of Emergency Room charges to 89%. If this percentage had applied in 2015, there would have been an additional $25,412.43 deducted from the $65,160.08 already paid to LMH for Emergency Room Services. |
