I.             Meeting called to order by Chair Hack

 

II.           New member(s) introduction

Chambers has been reappointed an additional term.  There is a new board member but they were not able to attend the meeting.  The additional vacancy will be filled by Mayor Soden.

 

III.           Board Elections Chair and Vice Chair

The board unanimously nominated Humphrey as Chair.  Motion to approve by Chambers and seconded by Hack.  Motion approved 3-0.  The board unanimously nominated Chambers as Vice Chair.  Motion to approve by Hack and seconded by Humphrey.  Motion approved 3-0

 

IV.       Approval of Tuesday, Dec. 13, 2016, minutes by Hack, and seconded by Chambers.  Motion carried 3-0.

 

V.       Concerns

None at this time

 

VII.    Burroughs Creek trail Historical signage

Henry Fortunato is a visiting scholar who has been working with KU for the past few years to create an exhibit of signage panels displaying the points of interest along the Burroughs Creek Trail.  It will be presented to the City Commission for approval.  Additional information will be provided at the next meeting.

 

VIII.    Sponsorship Policy – update

Steinbrock reported the sponsorship policy was presented to the City Commission and it was returned back for further research.  Additional information is requested regarding the naming rights and public input.  A tentative public meeting will be scheduled for Monday, Jan. 23.  Once the information is compiled it will be presented back to the City Commission on Tuesday, Feb. 21.    

 

IX.       P & R Master Plan – update

Shaw reported the revised draft of the Master Plan with changes has been forwarded to GreenPlay LLC for their review and final edits.  A work session is scheduled on Tuesday, Feb. 14, with the City Commission. 

 

X.       Staff reports

 

i.                Recreation/ Expenses-Revenue/2016 Financial Updates –

Hecker reported revenue over expense with the recreation fund has been phenomenal this year.  Total revenue over expenses is $219,108.  Eagle Bend Golf Course also ended up on a positive note.  Total revenue over expenses is $4,503.      

          

ii.         Parks/Golf Course/Projects Report/2016 financial updates -

Hecker reported, for the past eight months we have been working with the State Energy office performing energy saving audits on several of our facilities.  Next week the projects will be presented to the City Commission requesting approval to move forward.  The Capital Improvements could be paid for through the Energy Savings Program.  It is a State program called FCIP.  The energy savings will be high enough to pay for the capital expense over a period of 20 years.

       

iii.        Marketing Report

Steinbrock provided enrollment figures for the month of December and spoke briefly about the two interns who will be introduced at the next meeting. 

 

 

XI.       Other – Anspach with Explore Lawrence shared with the board that they will be hosting a Tourism Summit surrounding the Junior Olympics on January 24th and are welcome to attend.
