Executive Summary: |
The Commission authorized a consultant-led study of the parking system serving downtown, east Lawrence and the neighborhoods surrounding the University of Kansas. The consultant is comprehensively evaluating the parking system serving the study area, including metering, enforcement and overtime parking, utilization and demand analysis, neighborhood parking needs, parking system finances, development code requirements related to parking, public transit’s support of parking, and capital assets. The study will inform a strategic parking plan which is expected to guide the operation and development of the parking system for the next 5 to 10 years. To-date, the consultant has reviewed numerous reports and data provided by city staff, conducted a series of stakeholder issue meetings to identify priority issues and needs to address through the study, and conducted a utilization survey in the study area neighborhoods and downtown.
At the Commission Work Session, the consultants will update the commissioners on the study process and provide their initial observations about the needs and priority issues identified through the first phase of the process. The Work Session also provides an opportunity for additional public input. The commissioners will be asked to share, from their perspective, concerns, challenges, goals and ideas related to the parking system. Following the Work Session, the consultants will develop a Lawrence Listens survey for the public and a parallel survey specific to University of Kansas students. The Commission’s feedback in the Work Session will guide the consultant’s work as it develops a first draft of the strategic parking plan. |
