Recommendations/Options/Action Requested:

 

Authorize the City Manager to execute Change Order No. 2 with SAK Construction, LLC for Project UT1508 – 2015 Sanitary Sewer Rehabilitation increasing the construction contract by $71,436.50 and 102 days.

 

Executive Summary:

Part of the Utilities Department’s efforts at sanitary sewer inflow and infiltration reduction (I/I) includes repairing and reconstructing existing sewer lines that are a source of I/I. Cured in Place Pipe (CIPP) is one of the methods used. The CIPP method involves lining the inside of older deteriorated pipes without excavation. Therefore, there is very little disruption above ground. Change Order No. 2 to the construction contract includes the following items of work that were additional items requested by the City.

(Map Book Page 72) 121 linear feet of 8” sanitary sewer in order to convert an existing shared private sewer to a public sewer at 1501 Learnard Ave (Sunrise Garden Center). The existing private sewer is located in the public right-of-way and serves 3 other adjoining properties. The City has executed an agreement with the property owner of 1501 Learnard Ave as part of the redevelopment plan to take ownership and future maintenance responsibilities after the owner completes several other sewer related improvements at his direct cost and reimburses the City for the cost for CIPP. These improvements will bring the existing shared private sewer up to comparable public sewer standards and eliminate private ownership of infrastructure in the public right-of-way.

(Map Book Page 73-77) 1,888 linear feet of 8” sanitary sewer related to the upcoming 23rd Street/Ousdahl Rd Storm Sewer Project and the 23rd Street Watermain Project. This work needs to be completed before construction starts on other projects.

(Map Book Page 78) 1,020 linear feet of 10” sanitary sewer. This work was included in the change order in order to meet a quantity requirement to receive an $8 per linear foot price deduction. This work addresses priority repairs for the I/I program and the price for item 2 would increase by $15,104 without the inclusion of this work.

The project is included in the Department of Utilities Rate Plan and Bonded Capital Improvement Program per Resolution 7062. The improvements were originally identified and budgeted for the upcoming 2017 CIPP Project but this work will be completed as a change order to the 2016 contract to meet the schedule requirements for the 23rd Street project upcoming this summer (2017).
