Recommendations/Options/Action Requested:

 

Authorize the City Manager to execute an Engineering Services Agreement with Airport Development Group (ADG) for Design, Bidding, Administration, and Construction Engineering Services for Project No. PW1631, Construction of a Wildlife Fence at the Lawrence Municipal Airport, in the amount of $192,575, pending approval by the Federal Aviation Administration (FAA).

 

Executive Summary:

In 2011 and 2012, the FAA funded a Wildlife Hazard Assessment Study at the Lawrence Municipal Airport.  The Study was conducted over a year of observations and recordings of the variety of wildlife that are present at the airport.  The conclusion was a recommendation that a wildlife fence be constructed to improve the safety of the airport operations.

 

The FAA has set aside funding for the summer of 2017 for the construction of a wildlife fence surrounding the airport property.  Several gates will be installed for access with different levels of control, from manual to automated.

 

Staff has held a public meeting with tenants at the airport. 

 

This project was originally estimated at a little over $805,000.  In a predesign/project scope  meeting with the FAA, it was noted that the FAA specifications have changed requiring a 10 foot fence with barbed wire along the top and a 5 foot “skirt” (fencing installed below grade to prohibit burrowing animals).  The current estimated construction cost is approximately $1.3 million with 90% paid by the FAA.  Engineering services include design fees of $98,475 (7.5%),  bidding services fees of $6,800, project administration fees of $8,000, and construction engineering/inspection fees of $79,300 (6.1%).  The total cost for engineering services is $192,575.  FAA guidelines also require an independent estimate for engineering services be developed using an independent engineering firm.  The IFE (Independent Fee Estimate) was $175,579 which is within 9.7% of ADG’s proposal.   The FAA will reimburse 90% of the engineering services.

In the 2017 CIP, the construction cost for the Wildlife Fence was estimated at $805,000 with a City match of $80,000. Additionally, the 2017 CIP includes the reconstruction of the terminal apron with a City match of $136,000. The reconstruction of the terminal apron will not be completed in 2017. The additional match for the Wildlife Fence Project, with the current estimate of $1.3 million (city match of $130,000) is available as the terminal apron will not be completed this year. A CIP amendment will be completed when the project is bid.

 

Total Engineering Services $192,575. FAA will participate 90%; City share 10% or approximately $19,300, this amount is in the CIP Project PW17A1CIP.
