Department of Water and Wastewater Utilities Capital Projects Bid Status Update
The following Water and Wastewater Utility projects are scheduled to be advertised for bid and awarded during February and March. The first three projects were included in the adopted 2017 Capital Improvement Program (CIP). The third and fourth projects were not included in the CIP but are recommended by the Department and are feasible within the 2017 Adopted Budget and current utility rate plan. The third and fourth projects will require an amendment to the adopted CIP, which will be requested at the time the bids are presented to the City Commission for approval.
Under the previous Purchasing Policy the Commission established bid dates for projects and equipment expected to exceed $15,000 in cost. Pursuant to the revised Purchasing Policy, staff will solicit competitive bids for these projects and request the Commission’s acceptance of the recommended bid. This memorandum serves as an advisory to the Commission in advance of staff’s initiation of the bidding process. Following the bidding process, each item will be separately presented to the Commission with requests for approval of the recommended bids.
1) 23rd Street Watermain Replacement Alabama to Ousdahl (CIP No. UT1504)
This project is the final phase of a three phase watermain replacement project along 23rd Street from Louisiana to Iowa. See map attached. Iowa to Ousdahl was completed January - March of 2014, and Louisiana to Alabama was completed April - June of 2014. This section of watermain meets the criteria for replacement due to its age and break history. The project schedule allows for replacement of the watermain prior to mill and overlay of 23rd street planned by Public Works this summer (2017).
The project is budgeted as part of the Annual Waterline Replacement Program in the amount of $540,000. To date, $57,762 has been encumbered for Engineering Services.
2) 2017 Sanitary Sewer Rehabilitation Cured in Place Pipe (CIPP) (CIP No. UT1795)
This project is part of the multi-year plan to rehabilitate city-owned sanitary sewers using the CIPP method. Line segments are selected based on several factors, including known defects based on maintenance and TV inspection records; pipe depth, age and material, presence of unused taps or connections that may contribute inflow/infiltration; and above ground conditions. The project consists of, but is not limited to, lining 45,230 linear feet (LF) of sanitary sewer pipe between 8-inches and 24-inches in diameter.
This project is budgeted in the 2017 CIP for $2 million.
3) Oread Water Storage Tanks and Booster Pump Station Replacement (CIP No. UT1307)
19th and Kasold Booster Pump Station Replacement (CIP No. UT1310)
These projects will be bid for construction simultaneously. They involve the replacement of two water storage tanks, totaling 2.3 million gallons, a booster pump station located at 1220 Oread Avenue, and a booster pump station located in the 1800 block of Kasold Drive. See maps attached. These facilities have all reached the end of their service life and exhibit multiple factors that warrant replacement.
The Oread Water Storage Tanks and Booster Pump Station Replacement are funded from the 2013 approved CIP and Bonded Construction Fund in the amount of $952,000 and the 2017 approved Capital Improvements Plan at an additional $4.23 million. To date, $457,799 has been encumbered for Engineering Services.
The 19th and Kasold Booster Pump Station Replacement Project is funded from the approved 2013 CIP and Bonded Construction Fund in the amount of $1.04 million. To date, $153,037 has been encumbered for Engineering Services and easement acquisition.
4) Clinton Water Treatment Plant Raw Water Pump Station Zebra Mussel Mitigation Equipment Procurement (CIP No. UT1606)
During construction of the Clinton Water Treatment Plant Raw Water Pump Station Improvements zebra mussel infestation was found in the 1.9 mile long, 36” diameter raw water transmission main from the pump station to the Clinton Water Treatment Plant. See map and photos attached. Zebra mussels are an invasive species with populations found in Clinton Lake in 2013. Zebra mussels have no predators, colonize very rapidly and, when allowed to populate unchecked, have been found to choke off water pipes and intakes. This same section of pipe was inspected in 2014 with no evidence of zebra mussels found at that time.
Copper ion generation eradicates existing zebra mussels and prevents further infestations by the introduction of low doses of copper ions into the raw water. The current bid is for the procurement of the Copper Ion Generation equipment. Installation will be performed by Utilities staff with support by specialty plumbing and electrical contractors as required.
The project is budgeted for $177,000 with savings from projects in the CIP that were completed under budget. A Supplemental Agreement in the amount of $49,833 for the design of the project was approved by the Commission on May 3, 2016. A request to amend the CIP to add this project will be presented to the Commission concurrent with the future request to award the bid.
5) Lower Naismith Valley Interceptor Sewer (CIP No. UT1608)
The project will replace approximately 1,400 LF of 24” and 36” interceptor sewer into Pump Station 10 (PS 10) with 36” and 48” interceptor sewer. See map attached. This section of sewer was planned for replacement with the Pump Station 8 abandonment project in 2018 - 2019; however, development plans have been submitted for residential development where this portion of the Lower Naismith Valley Interceptor Sewer is located, which would place the interceptor in the backyards of these new homes. Constructing this portion of the interceptor prior to construction of the homes will be easier and likely less expensive to install, and will minimize disruption to the future residents.
The project is budgeted for $1 million with savings from projects in the CIP that were completed under budget. An Engineering Services Agreement in the amount of $87,545 for the design of the project was approved by the Commission on August 16, 2016. An request to amend the CIP to add this project will be presented to the Commission concurrent with the future request to award the bid.
