Recommendations/Options/Action Requested:

Set bid date of February 28, 2017, for Phase 2 of the Lawrence Solid Waste Facility at 2215 Kresge Road.

Executive Summary:

Construction of Phase 2 of the Solid Waste Facility at Kresge is included in the 2017 Capital Improvement Plan (PW17SW1), with an expected total cost of approximately $2,700,000.

The Solid Waste Division acquired the property commonly known as 2201 Kresge Road for the purpose of relocating operations for all Solid Waste functions except the compost site. Phase 1 constructed the stormwater drainage for the site, as well as the new Household Hazardous Waste facility. Phase 2 focuses on the areas needed to consolidate operational staff at this site. When complete, trucks and staff will be moved from the structure at 1140 Haskell (which is in the floodway) and from the Solid Waste Annex North. Phase 2 will incorporate changes to the building on-site (former Penske shop), and include construction of a building expansion to house operational staff. With an addition west of the existing office area, the facilities will include restrooms, locker rooms, and a dual-purpose training/employee area, along with administrative office space. In the shop area, we will relocate our welding and specialty equipment for both dumpster and cart maintenance. A storage space for carts and materials will be constructed to the east of the existing shop. A canopy will be constructed over two rows of truck parking along with adequate security lighting and truck plug-ins for cold weather.

Note, when the HHW facility was constructed, addressing of building was changed such that the HHW facility became 2201 Kresge Road, and the existing office / shop became 2215 Kresge Road.

Future phases at this site will include construction of fueling facilities on this site.

Bid documents will be posted and distributed on January 31, 2017.
