Authorize the City Manager to execute Supplemental Agreement No. 3 with Professional Engineering Consultants (PEC) in the amount of $289,000 for PW1535 19th Street Reconstruction, Iowa St. to Naismith Drive.

 

Executive Summary:

Existing 19th Street from Iowa Street to Naismith has a Pavement Condition Index of 44 including rutting, raveling and base failures.  This section is planned for reconstruction to be funded by the Infrastructure Sales Tax.  The proposed improvements include a center turn lane, bike lanes, a shared-use path on the north side of 19th Street, and a sidewalk on the south side 19th Street.

 

In coordination with the KU Central District Project, the City Commission authorized an Engineering Services Agreement with PEC in October 2015 for completion of Field Check plans for 19th Street from Naismith Drive to Iowa Street in the amount of $166,000 (equally split $83,000 each between the city and KU).  In December 2015, Supplemental Agreement No. 1 was authorized for waterline and sanitary sewer plans.  In March 2016 Supplemental Agreement No. 2 was authorized for final construction plans at the 19th & Ousdahl intersection.  Attached is Supplemental Agreement No. 3 to proceed with final design of the plans for reconstruction of 19th Street from Iowa Street to Naismith Drive.  Total costs for Supplemental No. 3 would be $289,000.

 

Reconstruction of the street and storm sewer will be coordinated with the waterline and sanitary sewer improvements and completed in two phases.  The first phase would include the intersection of 19th and Naismith in the summer of 2017 and the second phase would include reconstruction of 19th between Naismith and Iowa (excluding the recently completed 19th and Ousdahl) in 2018.  Splitting the project into two phases accomplishes a few goals.  First, construction activity will occur in the summer months (after spring semester and prior to fall semester). Second, the completion of the intersection at 19th and Naismith prior to reconstruction of 19th St between Naismith and Iowa will allow traffic to be detoured to 18th street to the north as a connection between Naismith and Ousdahl.  Construction of this portion of 18th street will be completed this year.  In addition to the street improvements, the storm sewer from 19th St north on Naismith needs to be replaced to improve the capacity and condition of the existing line which is failing. The estimated construction cost to make the improvements to the storm sewer is approximately $500,000.

Fiscal Impact (Amount/Source):

The fiscal impact of the recommended action to approve Supplemental Agreement No. 3 for final design and basic engineering services is $289,000.  Design fees from the original agreement for field check plans and the prior supplemental agreements totaled $138,000.  The estimated total construction cost is $6,165,000, including the $650,000 cost of reconstructing 19th and Ousdahl and the estimated $500,000 in storm sewer improvements.  Total design fees for the project are less than the threshold established in the city’s design fee guidelines (7% of construction costs).

 

Funding for the 19th street project was included in the 2018 infrastructure sales tax plan. Reconstruction of the intersection at 19th and Naismith in 2017 will necessitate an amendment to the CIP. The storm sewer improvements will also necessitate an amendment to the CIP.
