Recommendations/Options/Action Requested:

 

Authorize the City Manager to enter into an agreement for strategic planning services with The Novak Consulting Group in the amount not to exceed $43,600.

 

Executive Summary:

The City Manager and City Commission have identified the development of a strategic plan as a key priority.  A strategic plan is a document that outlines a systematic process for moving toward a vision in a manner that involves development and prioritization of strategic goals and measurable goals and objectives. 

 

The strategic planning process will include the following:

       Identify/reaffirm shared vision, mission and core values

       Perform environmental scan

       Perform assessment of strengths, weaknesses, opportunities and threats (SWOT)

       Develop and prioritize strategic goals

       Establish measurable goals and objectives

 

On October 18 the City Commission approved the initial scoping meeting with Julia Novak of The Novak Consulting Group. She met with staff and each City Commissioner individually on October 28. Based on those meetings a scope was determined.

 

There are six (6) activities outlined in the scope of the strategic planning process. First, preparation for facilitation. This included the scoping meeting as well as additional information on the stated mission and values of the organization. Second, development of the environmental scan. This will help answer where the organization is currently using data that the City currently has. Third, plan and develop the framework. This will take place at a retreat in January. Forth, engage the community through public meetings. Fifth, develop strategic priorities. This will be done at a second retreat in February where the plan will be finalized. Sixth, support with the implementation of the strategic plan. This will include an implementation plan as well as key performance measures using STAR metrics.

 

Staff is also recommending using Envisio software to help with the implementation and reporting the results of the strategic plan. The Novak Consulting Group will help staff upload the approved strategic plan on the Envisio platform to help with reporting and tracking.
