Recommendations/Options/Action Requested:

 

Authorize distribution of agreements to outside agencies for 2017 City funds.

 

Executive Summary:

The agreements between the City and the various outside agencies that receive funding have been reviewed and revised to incorporate anti-discrimination language as well as changes regarding reporting requirements. Outside agencies are required to sign an agreement that outlines how City funds will be used.

 

The additional anti-discrimination language reads as followed: “The Independent Agency must follow all applicable federal, state, and local laws regarding protected classes and may not refuse service to any persons based on race, sex, religion, color, national origin, age, ancestry, familial status, sexual orientation, gender identity, or a real or perceived disability.”

 

The changes to the reporting requirements is mainly due to an adjustment to the applications for 2018 City funding. Beginning with the applications for 2018 funding (which will be due April, 2017), agencies requesting funding will be required to submit additional information with the application for funding. These documents include the agencies IRS form 990, a financial audit and annual report, if completed by the agency. Previously these documents were required after funding was received. Additionally, agencies will be required to submit an annual review of how City funds were used and if their goals and objectives stated in their application were met. Previously, a mid-year report and an annual report were requested.

 

These two changes were recommended by the Social Service Funding Advisory Board. All agreements with outside agencies that receive City funds, has the aforementioned anti-discrimination clause and updated reporting requirements language.  For a full list of outside agencies and the amount of allocated funds, please see the link below.

 

Please note that there are a few agencies that do not have an agreement with the City, they include: Lawrence Public Library, K-10 Connector (Johnson County), and the Lawrence Cultural Arts Commission.

 

Additionally, the agreements with Bioscience and Technology Business Center (BTBC) and the Chamber of Commerce are not included as part of this action. Those agreements will be acted upon separately during the regular agenda.
