Recommendations/Options/Action Requested:

 

Extend the temporary stop at 6th & New Hampshire for the Greyhound Bus until January 15, 2017 at which time the Greyhound stop will need to cease using the City R/W at 6th and New Hampshire.

 

Executive Summary:

The Greyhound Bus provides daily service to Lawrence on its route between Topeka and Kansas City three times a day at 8:55a, 1:55p and 5:50p.  Greyhound had a partnership with the gas station on the southeast corner of 6th & Crestline that served as their Lawrence stop.  In 2015 the gas station closed and in December 2015 the City Commission approved use of the turnout at 6th & New Hampshire which expired September 28, 2016.

 

The current location is served by on-line ticket sales only and the location at 6th & New Hampshire is not suitable for a permanent bus stop, without shelter and ticket sales.  Greyhound has indicated they do not wish to invest in improvements to a stop without the ability to have a ticket agent.  Staff does not recommend becoming a ticket agent for Greyhound or using City Hall/staff resources as a ticket and cash handling location for Greyhound.  The current situation has caused confusion with Greyhound riders that believe City Hall is the location to print tickets or resolve their travel issues. 

 

Greyhound has undergone some restructuring the past year including a new Area Manager.  City staff recommends extending the temporary location to a final date of January 15, 2017 at which time Greyhound will need to cease using the R/W at 6th and New Hampshire. This extension of time should provide Greyhound adequate time to negotiate an agreement with a private party to serve as their bus stop/ticket agent.

The fiscal impact to the City is unknown and the existing situation is a drain of staff resources that are serving Greyhound's riders.
