Authorize the City Manager to execute a License Agreement for the use of Right-of-Way with the property owner of 415 Illinois Street, Benjamin P. Gleeson for the installation of drainage pipes. |

Executive Summary: |
The property at 415 Illinois Street experiences significant stormwater ponding in the backyard when it rains. During heavy rainfall events the property as well as the existing home are subject to localized flooding and potential damage. Topography necessitates the draining of the localized stormwater to the right of way of Illinois Street.
The license agreement allows the installation of two discharge points through the curb and gutter section of the Illinois Street right of way and into the street. It is important to note that the pipes will only experience flow during and for a short time after a rainfall has concluded. The owner will be responsible for installation and maintenance as well as any relocation or removal costs in the event the City needs to use the right-of-way for the City’s purposes.
