Lisa Hallberg called the meeting to order at 5:03 p.m. A quorum was present.
A motion to approve the April minutes was made by Bill Anderson seconded by Justin Eddings and passed unanimously (7-0).
3. Discussion Item: Signage Policy and Recommendations
Jessica Mortinger shared the draft policy and priority signage locations that the BAC had provided at the June meeting. BAC members discussed the need to add locations throughout the county. Ms. Mortinger asked members to markup the county locations so they could be added to the memo. Members added 16 County locations for signs:
· E. 550 Rd., near DG Co. southern boundary
· US Hwy 59, north of N 300 Rd.
· State Lake Rd. and Signal Lake Ct.
· E. 2200 Rd., north of N. 200 Rd.
· E. 661 Diagonal Rd., north of Lone Star Lake
· E. 1000 Rd., and N. 1110 Rd.
· E. 1296 Rd., south of N 1000 Rd.
· E. 1600 Rd., south of N 1000 Rd.
· N. 1000 Rd., east of E. 1600 Rd.
· Church St., south of K-10
· N. 1400 Rd., east of Eudora
· E. 2200 Rd., north of Eudora
· N. 1400 Rd., west of Eudora
· E. 23rd St., east of Noria Rd.
· N. 1800 Rd., west of Farmer’s Turnpike
· N. 1600 Rd., east of E. 650 Rd.
A motion was made by Lisa Hallberg to approve the recommendations for a
signage policy and priority locations to be provided to the City and County Commission.
The motion was seconded by David Hamby and passed unanimously (7-0). Staff
indicated they would update the map and finalize the recommendation memo to
provide to City and County Commissions for consideration.
4. Discussion Item: Bicycle Friendly Community
Staff shared the draft list of BFC community questions and answers that were put together by the subcommittee. BAC members discussed the questions remaining. Lisa Hallberg indicated she would enter the responses into the online application before the August deadline. She thanked the subcommittee and Charlie Bryan for their work compiling all the data and responses.
5. Discussion/Action Item: Bicycle Rideability Map
Jessica Mortinger said MPO staff updated the map based on new infrastructure and the changes requested by Justin Eddings. The revised map was shared with the BAC. Ms. Mortinger shared the comments that Erin Paden sent via email since she wasn’t able to attend including:
- “The Rideability map should reflect comfort of users, but I (and I suspect most parents) feel uncomfortable on the 6th street MUP (mostly because of intersections) but the MUP is far more comfortable than riding in the road with a child.” BAC members discussed and agreed that it would be nice to have a line type to highlight the Lawrence Loop sections of Shared Use path that are separate from the roadway.
- “Although it may not be feasible for this Rideability map I would like to see the Rideability map move toward “one off” streets like 21st rather than 23rd (that was discussed some as part of the task force) when considering users of lower skill levels.” BAC members agreed and thought that the map accurately shows 5th, 7th, 21st, Harvard and other one off streets as “suitable for all riders”.
- Justin Eddings asked the BAC to consider removing the Off-road trailhead that identifies the trails north of the Wakarusa River; these trails are not bicycle only. BAC members agreed.
- BAC members discussed and agreed that the section of Green route over the Dam should be downgraded to yellow.
Jessica Mortinger indicated that staff would make the revised changes, solicit sponsors for funding to print and get a new map out as soon as possible.
Bill Anderson noted that the community hosted the Sunflower State games, Lawrence Bicycle Club Lizard Under the Skillet Ride, the Tour of Lawrence and the Lawrence Central Rotary Bike Ride.
David Hamby let the BAC know that recently KDOT made a final decision about the Kasold/K-10 intersection. It is going to be converted to a right in right out.
There were none.
The meeting adjourned at 6:45 PM. The next Regular Meeting is scheduled for August 15, 2016 at 5:00 pm in the Parks and Recreation Conference Room.
