Intersection of 23rd & Massachusetts (aka Intersection of Doom) |
Background
At the City Commission meeting on November 11, 2016, Mr. Will Averill presented several concerns about the intersection at 23rd & Massachusetts Street.
This intersection does have dedicated left turn lanes in all directions (including the north and south bound lanes) see attached map.
The traffic signal is coordinated with other signals along 23rd Street. The intersection does have video detection.
When the intersection was reconstructed, left turn phasing (a left turn arrow) was not warranted.
Additionally, there have been no reported pedestrian accidents in the past 3 years.
The City is working with KDOT on the 23rd Street turnback agreement (K-10 designation along 23rd Street will be removed when the SLT is opened). One project that KDOT has agreed to fund is a left turn lane from Massachusetts Street to Louisiana Street. When this project is completed (2017 or 2018) the signal timing and phases at 23rd & Massachusetts Street can be reviewed and appropriate changes/improvements can be made.
