Approve summary publications of regular ordinances in accordance with K.S.A. 12-3007, effective January 1, 2017. |

Executive Summary: |
K.S.A. 12-3007 was amended in 2012 to allow cities to publish summaries of regular ordinances provided certain requirements are met. The statute requires that the published summary is identified as a summary, notice is provided that the ordinance in its entirety can be obtained or viewed free of charge at the City Clerk’s office, the city attorney has certified that the summary is sufficient and accurate, and the published summary contains the city’s official website address where a reproduction of the ordinance is available for at least a week following the summary publication in the newspaper. The law also requires that if an ordinance is subject to petition pursuant to state law, then the summary shall note that the ordinance is subject to petition. Charter ordinances must still be published in their entirety for two consecutive weeks. |

Fiscal Impact (Amount/Source): |
The City Clerk’s Office reports it spent $19,137.60 in 2015 publishing regular ordinances. If the City elects to publish summaries in accordance with K.S.A. 12-3007, it is anticipated we could save approximately $10,000.00 per year. This calculation is made using the current publishing rate which is subject to change. In addition to saving taxpayer funds, it may also increase access to information on regular ordinances for people in our city. |
