Authorize the Mayor to execute the City/State Agreement for improvements to the traffic signal at K-10 and 27th Street pending City Attorney approval.

Executive Summary: |
The Kansas Department of Transportation (KDOT) is recommending an upgrade to the traffic signal at K-10 and 27th Street/Wakarusa Drive in anticipation of the increase in traffic following completion of the South Lawrence Trafficway. The project will include new signals and mast arms to provide signal heads for all lanes including phasing for protected left turns. Signal timing will be developed to provide an increase in operational improvement at the intersection. Advanced signal poles and video detection will be included on K-10.
This intersection is the only access into the Youth Sports Complex and KDOT approached the city to participate in twenty percent (20%) of the construction costs or approximately $18,000. KDOT and staff agreed to have the city participate in one hundred percent (100%) of the design costs and KDOT will participate in one hundred percent (100%) of construction costs (approx. $90,000). The engineering design plans will be prepared by Shafer, Kline & Warren at a fee of $9,750. The city will let the project which will accelerate the project schedule and enable the construction to be complete in Spring 2017. Construction plans will be reviewed and approved by both city and KDOT. The City and State are working on the final agreement.

The fiscal impact to the City is $9,750 for engineering design. This item is being paid for from the 2016 engineering division budget. One hundred percent (100%) of the construction costs will be reimbursed by KDOT at the completion of the project.
