Executive Summary: |
An application was submitted on behalf of Reylan Properties, LC, property owner of record, to rezone approximately 25 acres located at the southeast corner of the intersection of W 31st and Michigan Streets from County A (Agriculture) to RM15-FP (Multi-Dwelling Residential with Floodplain Overlay) District.
The rezoning request is compliant with the land use recommendations in the adopted area plan, The Revised Southern Development Plan, for Open Space in this area.
Per the City’s Floodplain Management Regulations, Article 12 of the Development Code, land that is adjacent to the regulatory floodplain and within 2 feet of the Base Flood Elevation is rezoned to the Floodplain Overlay District when annexed; thereby making it subject to the City Floodplain Management Regulations. This is intended to accommodate the anticipated increase in the floodplain as a result of additional development in the watershed.
The proposed rezoning includes the area that is required by the Development Code for the –FP overlay zoning. Development in this area is limited by the floodplain regulations and also by the future land use recommendation in the area plan for open space.
The Planning Commission considered this item at their September 26, 2016 meeting and voted unanimously to forward the rezoning request to the City Commission with a recommendation for approval. |
