Executive Summary: |
This Preliminary Development Plan was considered concurrently with the rezoning application (Z-16-00310) for the construction of a surface parking lot to provide required off-street parking spaces for the HERE @ Kansas mixed use development located at 1101 Indiana Street.
If approved, the project will result in 68 surface parking spaces. The parking lot will be constructed in two phases. The second phase includes the realignment of Fambrough Drive.
Some, but not all, of the parking spaces meet the required 600’ distance from the main entrance of the building (as measured along a public sidewalk). The Planning Commission recommended a waiver to permit this to occur.
This parking lot would be subject to similar provisions for use as the on-street parking spaces on the west side of Mississippi Street. Spaces must be vacated during specific KU events (all home football games and 3 additional events per calendar year). The applicant (HERE) and the property owner (KU Endowment) have devised a plan to provide temporary parking on other Endowment properties located within two miles of the HERE @ Kansas mixed use project during these times.
The Planning Commission forwarded a vote of 9-1 to recommend approval of the Preliminary Development Plan. |
