Approve A-16-00305 and adopt Ordinance No. 9297 on first reading.

 

 

Executive Summary:

An application was submitted on behalf of Reylan Properties, LC, property owner of record, to annex approximately 55 acres located at the southeast corner of the intersection of W 31st and Michigan Streets. The subject property is adjacent to the City limits on two sides and is located within Service Area 1 of the Lawrence Urban Growth Area.

 

The subject property is bounded on the north by W 31st Street, on the west by Michigan Street, on the south by the K10 Highway/South Lawrence Trafficway (SLT), and on the east by an event center.  Property north of W 31st Street consists of an undeveloped commercial lot and Naismith Park, a city park.  Student apartments, The Connection, are located west of Michigan Street and the Baker Wetlands, protected open space, are located south of the K10 Highway/SLT.  

 

City services are available in the area to serve the subject property. The developer will be responsible for connecting to the existing infrastructure and constructing lines interior to the development. They will participate in a benefit district for the signalization of W 31st Street and Michigan and will pay a frontage fee for the City water main which was installed along W 31st Street with the recent improvements.

 

The annexation request is compliant with the recommendations in the Comprehensive Plan; the proposed medium density residential use is compliant with the recommendations in the adopted area plan, The Revised Southern Development Plan; and the development will not require the extension of City infrastructure.

 

The Planning Commission considered this item at their September 26, 2016 meeting and voted unanimously to forward the annexation request to the City Commission with a recommendation for approval.
