Approve Traffic Calming on 16th Street and Edgewood Lane, within the Edgewood Homes development.

 

Executive Summary:

Edgewood Homes is a development of the Lawrence-Douglas County Housing Authority (LDCHA), located on 16th Street and Edgewood Lane. Both 16th Street and Edgewood Lane are totally within the development and LDCHA owns all the property along both sides of each street. LDCHA would like to have speed humps constructed on both streets within their development. Inasmuch as these streets are both short and do not have any other access points, it is very unlikely that they would meet the City’s criteria for traffic calming; however, all traffic is LDCHA traffic. If this development were privately owned, the streets in question would probably be private and the owner would be able to install any traffic calming devices they desired; however, since LDCHA is a public entity, the streets are public streets and traffic calming must be approved by the City Commission, and the City Policy permits the City Commission to do so. LDCHA is willing to pay 100% of the cost of the speed humps.
