Chair Delaney called the meeting to order at 5:45 p.m.

 

1.  Introductions.

Members introduced themselves.

 

2.  Approval of the April 14, 2016 Minutes.

Holley moved to approve the CDAC meeting minutes from April 14, 2016. Koprince seconded the motion. The motion passed 9-0.

 

3.  Discussion of summer meeting schedule.

Dresslar explained that historically the CDAC has not met during the summer months, due to the lack of business to discuss. In September, the board will review the new application format for the 2017 grant year and begin discussion of the new Assessment of Fair Housing required by HUD.

 

Delaney asked if any board member terms were expiring this year. Dresslar indicated that Holley, Wilbur, Delaney, and Koprince all have terms expiring on September 30, 2016 and are all eligible for reappointment. Wilbur indicated that he will be stepping down from the board before the end of his term, and will not apply for reappointment. Dresslar indicated there will be one at-large seat and two low/mod seats available. Delaney asked if there is a city map that shows the low/mod neighborhoods. Dresslar indicated there is a map on the City website, located here, that has all of the CDBG eligible low/mod neighborhoods. The two low/mod seats are only available to representatives from low/mod neighborhoods not already on the board.

 

Delaney moved to cancel the CDAC meetings in May, June, July and August, 2016. Minor seconded the motion. The motion passed 9-0.

 

 

4.  (6:00pm) Recess meeting to conduct Public Hearing.

Koprince moved to Recess the meeting of the CDAC to conduct the Public Hearing on the 2016 Action Plan and Investment Summary. Wilbur seconded the motion. The motion passed 9-0.

 

Dresslar gave a presentation on the 2016 Action Plan and the 2016 Investment Summary for the Community Development Block Grant and the HOME Investment Partnership. The 2016 program year will be the fourth year of the 2013-2018 Consolidated Plan. The 2016 Action Plan details how the City of Lawrence will continue to follow the goals and projects established in the Consolidated Plan. The 2016 Investment Summary lists the CDAC recommended allocations for the CDBG and HOME grant funds. The City Commission will review the CDAC recommendations, and if approved, the documents will be sent to HUD by June 15, 2016.

 

The CDAC recommendations for funding are guided by the City Commission approved “Step Up to Better Housing” strategy, with five main areas of funding identified:

·         Emergency Shelter

·         Transitional Housing

·         Permanent/Permanent Supportive Housing

·         Revitalized Neighborhoods

·         Community Facilities

 

Written comments from the public on the 2016 Action Plan and the 2016 Investment Summary will be accepted until May 28, 2016.

 

5.  Public Comment.

Tenants to Homeowners submitted written public comment which was provided to the board members and is attached at the end of these minutes.

 

Terry Leatherman and Teresa Baker from Housing and Credit Counseling thanked the CDAC for the recommended allocation of 2016 CDBG funds. The funds will be used to provide housing counseling and education to low-income renters in the City of Lawrence.

 

Ted Boyle from the North Lawrence Improvement Association thanked the CDAC for the recommended allocation for the NLIA Operating and Coordinator expenses and the traffic calming device.

 

Bob Mikesic from Independence, Inc. thanked the CDAC for the recommended allocation for the Accessible Housing Program which will used to provide accessibility modifications for low-income renters in the City of Lawrence.

 

6.  Reconvene CDAC meeting.

Delaney moved to close the Public Hearing and reconvene the CDAC meeting. Holley seconded the motion. The motion passed 9-0.

 

No changes were proposed to the 2016 Investment Summary allocations by the CDAC.

 

7.  Miscellaneous/Calendar.

The next meeting of the CDAC will be September 8, 2016. The fall Public Hearing for the 2015 CAPER will be on September 22, 2016.

 

8. Adjourn.

Minor moved to adjourn the April 28, 2016 meeting of the CDAC at 6:25 p.m.  Holley seconded the motion.  The motion passed 9-0.

Dear CDAC Representatives:

 

Tenants to Homeowner (TTH) Board meetings are scheduled for 6pm on the fourth Thursday of the month.  This month’s meeting will involve long term strategic planning that require staff input but, in lieu of public comment at your Thursday meeting, TTH wishes to thank you for your service this year when funding continues to decline but funding requests continue to increase. 

 

The exception to the decrease in federal funding was the unexpected, small increase to HOME funding, which will be put to good use at a time when affordable housing needs are increasing.  Thanks for your deliberations and this year’s TTH allocation.
