Authorize the City Manager to Execute the Engineering Services Agreement with EmNet in the amount of $177,770.39 for the Wastewater Flow Optimization Project UT1605. |

Executive Summary: |
The Department of Utilities desires to develop a real time decision support system (RT-DSS) to optimize flow distribution through the current wastewater collection system, with specific focus on the operations of existing Pump Station 9 (PS 9), PS 5, and the Kaw Wastewater Treatment Plant (KWWTP); and currently under construction Wakarusa Wastewater Treatment Plant (WWWTP) and Pump Station 10 (PS 10).
After the WWWTP and PS 10 are operational in 2018, this will add to the complexity of the system because PS 10 will be able to divert flows from the interceptors between PS 9 and PS 5 and send them to the WWWTP for immediate treatment or storage. Balancing the flows between the two wastewater treatment plants and storage facilities will be critical.
The RT-DSS will also be used to minimize ActifloŽ usage and minimize surcharge in the collection system. Real time data collected by sensors located throughout the collection system will be input into the RT-DSS to predict flow conditions and recommend how to operate the collection system and wastewater treatment facilities to maximize efficiency.
Utilities staff have negotiated an appropriate scope and fee for the project. The scope of work includes: 1) Existing and future collection system assessment; 2) Optimization framework development; 3) Optimization asset development; 4) RT-DSS control logic design; 5) Implementation, troubleshooting, and analysis.
Completion of the project will take four to five months. |
