Award Bid No. B1629 to Crossland Heavy Contractors, Inc. and authorize the City Manager to execute the construction contract in the amount of $389,375.00 for Pump Station 5 Improvements, Project UT1603.

 

Award Bid No. 1631 to French Gerleman in the amount of $65,798.00 for the procurement of electrical equipment for Pump Station 5 Improvements, Project UT1603.

 

Authorize the City Manager to execute Supplemental Agreement No. 8 in the amount of $75,264.00 to the Engineering Services Agreement with Black & Veatch for construction phase services for project UT1603 Pump Station 5 Improvements.

 

 

Executive Summary:

Wastewater Pump Station PS5 is one of the largest wastewater pump stations in the collection system with an installed pumping capacity of 19.5 million gallons per day (map attached). PS5 pumps flows directly to the Wastewater Treatment Plant. The scope of the project includes the installation of three variable frequency drives (VFD), HVAC, replacement of the existing motor control center with a service entrance rated automatic transfer switch, installation of an electrical distribution switchboard, separate lighting transformer and panel board, emergency generator connection, lightning protection, new roof system, new incoming electrical service and transformers, and a bypass pumping connection.

 

On August 2, 2016, City Commission set a bid date of August 30, 2016 for Bid No. 1629. Black & Veatch completed construction documents for the project and it was advertised on August 3, 2016. A pre-bid conference was held on August 19, 2016.  Bids were opened for Bid No. B1629 on August 30, 2016 and the bids were read publicly aloud as follows.

Black & Veatch have reviewed the bids, qualifications, and current project commitments of the low bidder, Crossland Heavy Contractors, Inc.  Per the attached letter of recommendation for Bid No. B1629, Black & Veatch recommended awarding the bid to Crossland Heavy Contractors, Inc.

 

On August 2, 2016, City Commission set a bid date of August 16, 2016 for Bid No. 1631. Black & Veatch completed construction documents for the project and it was advertised on August 3, 2016. Bids were opened for Bid No. 1631 for the procurement of electrical equipment for Pump Station 5 Improvements on August 16, 2016.  One bid was received from French Gerleman in the amount of $65,798.00. City Staff and Black & Veatch has verified the bid and qualifications for French Gerleman, as shown in the attached letter of recommendation for B1631.

 

Staff has negotiated Supplemental Agreement No. 8 to the existing Engineering Services Agreement with Black & Veatch for construction phase engineering services in the amount of $75,264.00. The supplemental agreement reflects an appropriate scope of construction phase services, and fee based on the duration, and complexity of construction, which involves the replacement of existing major electrical equipment at Pump Station 5. The construction phase services include on-site construction inspection, construction materials and equipment submittal reviews/approvals, equipment start-up and commissioning, equipment operations and maintenance manuals review/approval, generation of as-built record drawings, and construction contract administration for the 7 month duration of the construction contract.
