I.       Meeting called to order by Chair Hack

 

II.      Approval of June 14, 2016, minutes by Caldwell, and seconded by Clayton. 

 

III.     Concerns

Chambers inquired about the timeline of when a section of concrete that is missing along the trail that goes under the 31st bridge heading East to Haskell will be replaced.  Shaw responded staff would look into it.  The location may be county owned.  Chambers also inquired if a water fountain could be installed on the south end of the Burroughs Creek Trail.  Shaw responded staff would see if there is a connection line that could possibly be used.  Humphrey inquired about the proper protocol when concerns or inquiries from citizens are received.  Shaw responded in the past they have been forwarded to our staff and once it has been researched and a response is received everyone at that time is notified. A discussion was held regarding a letter received by the board members and the department regarding the fuselage of the Polaris Missile in Centennial Park. No action was taken in support or opposition to remove the fuselage at the present time.      

 

IV.      SPL Updates and Discussion

Laurent presented a tournament report for the Kansas City Classic Basketball Tournament that was hosted at SPL recently.  This was a four day event which brought in 296 teams across several states and brought in over 1 million dollars of estimated economic impact for the City of Lawrence.   Controversy arose when all eight basketball courts were in use due to the tournament.  It has been requested by the City Manager to write two policies.  One pertaining to the comments to citizens in regards to providing a court for free play at all times and another written policy indicating an alternative solution to offer to citizens when large tournaments are hosted at SPL.           

 

V.       P & R Master Plan --- update on Dates and Process

Shaw reported on Tuesday, Aug. 23, the Master Plan Steering Committee and Advisory Board will meet with GreenPlay LLC to review a draft of the master plan.  A draft Presentation of Recommendations will be presented to the Commission in a work session in September.

 

VI.      2017 Budget Updates

Shaw reported the budget process for this year has been a long and tedious process.  There were hard decisions and compromises that needed to be made.

 

VII.    City/County Advisory Board Reception – August 18th 4:30 – 6:30 Dg. Co. Fairgrounds

Shaw received a headcount of those on the board that will be attending the reception.

 

VIII.   Staff reports

 

i.         Recreation/ Expenses-Revenue/2016 Financial Updates

Shaw reviewed the Recreation End of Month Report.  Bottom line we are doing better than last year. 

    

ii.         Parks/Golf Course/Projects Report/2016 financial updates

No report at this time.   

       

iii.        Marketing Report

Enrollment is currently down around 7 percent for the year compared to last year at this time, year-to-date enrollments have shown the deficit closing in from 15 percent that was reported in May.  On Aug. 29, the city’s website will be re-launched with a new look and feel. We will begin working on navigation and updating pages throughout September.  The OrganWise Guys Program is finishing up for the summer this Friday with summer camps ending.
