Authorize the City Manager to Execute the Engineering Services Agreement with Professional Engineering Consultants in the amount of $87,545 for the Lower Naismith Valley Interceptor Project UT1608.

 

Executive Summary:

The Lower Naismith Valley Interceptor Project UT1608 will replace approximately 1,400 LF of 24” and 36” Interceptor sewer into Pump Station 10 (PS 10) with 36” and 48” Interceptor. The existing 24” and 36” pipes that parallel each other for 650 LF will be replaced by one 48” pipe. The pipes are designed to have sufficient capacity for the future Lower Naismith Valley Interceptor that will be installed when Pump Station 8 is taken out of service.

 

The Lower Naismith Valley Interceptor was planned for replacement with the Pump Station 8 abandonment project in 2018 - 2019; however, development plans have been submitted that will allow residential construction where this portion of the Lower Naismith Valley Interceptor is located placing the interceptor in the backyards of these homes. Constructing this portion of the interceptor prior to construction of the homes will be easier and likely cheaper to install and will minimize disruption to the residents.

 

Utilities staff have negotiated an Engineering Service Agreement with PEC for the Lower Naismith Valley Interceptor Project UT1608. PEC designed PS 10 and as part of the design prepared a memorandum summarizing options for replacement of the interceptor sewer into PS 10. Selecting PEC to design the interceptor sewer will enable continuity between the PS 10 and Lower Naismith Valley Interceptor projects.

 

The proposed scope of services and fee for the design of the Lower Naismith Valley Interceptor Project UT1608 in the amount of $87,545 is commensurate and appropriate for the project. The fee includes basic A/E design as well as non-basic A/E services related to geotechnical sub-consultant coordination, permitting, and advertising and bidding.

 

The basic A/E design phase cost ($74,356) is 7.1% of the estimated $1,043,305 construction cost, which is below the recommended amount of 8.0% per the design fee guideline adopted by the City of Lawrence on January 11, 2011. Additional non-basic A/E services ($13,189) for the project as a percentage of the estimated construction cost of 1.3% are commensurate and appropriate for the project based on historical project costs.

This item is proposed in the 2018 - 2019 Department of Utilities CIP. This portion of the project is being moved forward for the reasons noted above and will be funded from currently available non-bonded construction funds.
