Approve an amendment to the Street Event Temporary use of right-of-way permit for Savor Lawrence to close a portion of the 700 block of Vermont Street adjacent to the Library on Sunday, October 23, 2016 from 10:00 a.m. to 6:00 p.m., for their 2016 Fall Food Truck Festival Event to include the sale, possession and consumption of alcohol on the public right of way.

 

Adopt on first reading Ordinance No. 9273, allowing the sale, possession and consumption of alcohol on 700 block of Vermont Street adjacent to the Library on Sunday, October 23, 2016 from 1:00 p.m. to 5:00 p.m. during the event.

 

Executive Summary:

Savor Lawrence has received City Commission approval on May 17, 2016 to hold a Street Event closing a portion of the 700 block of Vermont Street adjacent to the Library on Sunday, October 23, 2016 from 10:00 a.m. to 6:00 p.m., for their 2016 Fall Food Truck Festival Event. Vermont Street would be closed from 7th Street to just north of the entrance into the parking garage immediately south of the Library from 10:00 a.m. – 6:00 p.m.  Access to the Vermont Street parking garage will be available from both Vermont and Kentucky Streets. Access to the Library will also be open. Fifty percent (50%) of all ticket sales will go to benefit the Lawrence Humane Society.

 

They have requested an amendment to their permit to include the sale, possession, and consumption of alcohol within the public right of way.

 

The request to sell, possess, and consume alcohol within the public right of way has been reviewed pursuant to City of Lawrence Code, Chapter IV, Article 1, Section 4-113 and the event was not found to be within 400 feet of a church or school.

 

Possession and consumption of alcohol on the right-of-way is generally prohibited, unless the City Commission adopts an ordinance exempting an area from that prohibition. The attached Ordinance No. 9273 would temporarily allow the possession and consumption of alcohol on 700 block of Vermont Street adjacent to the Library on Sunday, October 23, 2016 from 1:00 p.m. to 5:00 p.m. during the event.
