Executive Summary: |
On March 29, 2016, the City Commission awarded the bid for the Baldwin Creek Trail Project to R.D. Johnson Excavating, for $335,561.55. This project is an 80/20 grant from the Federal Recreational Trails Program and the cost to the city will be approximately $67,112 when completed. Following are the original bids received on the Baldwin Creek Trail Project:

With grant funding available in 2016 and to take advantage of the contractor being onsite, Parks and Recreation is requesting a contract extension be awarded to R.D. Johnson, using unit pricing from the Baldwin Creek Trail Project in the amount of $305,144. This extension will provide a missing section of concrete trail on the Lawrence Loop Trail by extending the concrete trail surface through Rock Chalk Park, connecting the west end of the trail to the SLT Trail. With City Commission approval, the Rock Chalk Park trail segment will be completed using a matching-fund grant awarded by the Sunflower Foundation. The Sunflower Foundation Board has given preliminary approval, pending City Commission approval of the project, of a 50/50 matching grant award from its Trails to Scale Grant program, matching up to $110,000 for construction. |

Fiscal Impact (Amount/Source): |
The City will fund the entire $305,144 for construction of this trail segment using the Sales Tax Reserve fund. After completion, the 50/50 grant from the Sunflower Foundation will reimburse expenses up to $110,000 of the construction cost. The remaining $195,144 will be funded using the funds received for sidewalks and trails from the KDOT Federal Fund Exchange Program. These funds have already been deposited in the Sales Tax Reserve fund. |
