Action Items

Set a Bid Opening Date of August 16, 2016 for Bid No. 1631 – Procurement of Electrical Equipment for Pump Station 5 Improvements, Project UT1603.

 

Set a Bid Opening Date of August 30, 2016 for Bid No. 1629 –Pump Station 5 Improvements, Project UT1603.

 

Authorize construction of a new primary electrical feed and transformers by Westar Energy at Pump Station 5 in an amount not to exceed $48,000.00.

 

Background

Wastewater Pump Station PS5 is one of the largest wastewater pump stations in the collection system with an installed pumping capacity of 19.5 million gallons per day (map attached). PS5 pumps flow directly to the Wastewater Treatment Plant. The original scope of the project included the installation of a single variable frequency drive (VFD), HVAC, flow meters, a bypass pumping connection and an emergency generator connection. Additional work has been necessitated by ongoing equipment failures and damage to additional electrical equipment due to a lightning strike since the original scoping of the project. The additional work includes the installation of two additional VFD’s, replacement of the existing motor control center with a service entrance rated automatic transfer switch, installation of an electrical distribution switchboard, separate lighting transformer and panelboard, emergency generator connection and new incoming electrical service and transformers.

 

Pump Station PS 5 Project Status

As part of the Pump Station 5 improvements, Westar will install a new electrical feed to PS5. This station has recently been hit by lightning, which caused a pump and soft start failure. The current power feed doesn’t have lightning protection and isn’t adequate for the proposed new equipment. The cost for this work is not to exceed $48,000.00. Westar will begin construction on the new electrical feed after the City construction contract has been awarded.

 

Black & Veatch has completed the design and production of construction documents for the Pump Station 5B Electrical and Mechanical Improvements project. Project documents will be available to prospective bidders by Wednesday, August 3, 2016.

 

Black & Veatch has also completed the equipment specifications for the direct City procurement of an electrical switchboard, automatic transfer switch, panelboard, and transformer.  These documents will be available to prospective bidders by Wednesday August 3, 2016. By purchasing the electrical equipment prior to the construction project the overall project duration is shortened and will get PS 5 back to full operational status sooner. By purchasing the equipment outside of the construction contract there will be no contractor markup on the equipment. 

 

Utilities Staff is currently negotiating a temporary construction easement with Haskell Indian Nations University for contractor access.

 

RD Johnson is currently constructing the quick-connect bypass connection to PS5.  Once this connection is complete, it will reduce the emergency bypass pumping cost and eliminate 1,900 linear feet of 18” bypass piping.

 

Pump Station PS 5 Project History

On May 3, 2016, City Commission authorized the City Manager to execute Supplemental Agreement No. 5, in the amount of $44,338 to the Engineering Services with Black & Veatch for additional Engineering Design Services for Project No. UT1603.

 

On May 24, 2016, City Commission authorized the sole-source purchase of two ABB Variable Frequency Drives from Logic, Inc. for $123,010.00.

 

Project Funding

The project is funded from the Department of Utilities Bonded Construction Fund per Resolutions 7062 & 7107, and the Non-bonded Construction Fund.
