Background
The El Dorado Drive, Bob Billings Parkway (east) to Bob Billings Parkway (west) Waterline Replacement Project was evaluated as part of the 2016-2017 Watermain Rehabilitation Program Basis of Design Report, which established viable alternatives for alignment, project prioritization, construction cost estimates, and sequencing that will align with planned street rehabilitation work and budgeted funding. El Dorado Drive was identified as the fourth overall priority due to recent break history and increased liability associated with the proximity to homes. The City of Lawrence Utilities Department and Professional Engineering Consultants, Inc. (PEC) have completed design phase engineering services for the replacement of the 1975 8” cast iron waterline on El Dorado Drive.
Project Description
The El Dorado Drive, Bob Billings Parkway (east) to Bob Billings Parkway (west) Waterline Replacement Project, as shown on the attached map, includes the replacement of approximately 1,900 linear feet of 8” cast iron from 1975 with 8” PVC waterline. The project also includes valves, fittings, fire hydrants and other miscellaneous appurtenances for the waterline located along El Dorado Drive. The project is scheduled to be completed by February, 2017.
Project Details
On July 5, 2016, the Commission set a bid date of July 26, 2016 for the project. Professional Engineering Consultants completed construction documents for the project and it was advertised for bid on July 6, 2016. Bids were opened on July 26, 2016 and the bids were read publicly aloud as follows:

Professional Engineering Consultants have reviewed the bids, qualifications, and current project commitments of the low bidder, Banks Construction LLC. The bid supplied by Westland Construction contained an error in the project total that increased the bid from $678,560.00 to $678,569.60. Nowak Construction’s bid contained an addition error that decreased the bid from $991,467.00 to $991,377.00. The correction doesn’t change the overall bid order. Per the attached letter and bid tabulation, Professional Engineering Consultants recommended awarding the bid to Banks Construction LLC.
Project Funding
The project will be funded from the Department of Utilities bonded construction fund per Resolution 7107.
