August 2, 2016 Agenda Item – Authorize the City Manager to execute Change Order No. 2 with Westland Construction for Iowa Street Waterline Replacement Project UT1511 increasing the construction contract by $16,285.00 and 8 days.

 

Background

The Iowa Street, 25th to 27th Street waterline replacement project UT1511 replaced approximately 2,000 linear feet of 8” waterline with new 12” waterline by horizontal directional drilling. The project included three bored crossings of Iowa Street, valves, fittings, fire hydrants and other miscellaneous appurtenances for the waterline located along Iowa Street. The project was awarded to Westland Construction on February 16, 2016 in the amount of $482,570.00. Westland Construction was given a notice to proceed on March 14, 2016 and the project was completed on June 20, 2016.

 

Project Details

During installation of the waterline crossing Iowa Street on the south side of 25th Street, the Utilities Department’s contractor, Westland Construction, hit an unmarked waterline that was in service. The waterline was not on the City GIS or any older paper maps. While isolating the waterline, multiple valves located at the southwest corner of the Iowa Street and 25th Street failed and required replacement, which required additional traffic control and pavement replacement.

 

While completing a disconnect in the intersection of Iowa Street and 31st Street, one valve in the intersection failed and required replacement with a section of new pipe.

 

Change Order No. 2 represents a net increase to the construction contract of $16,285.00 and an 8 day extension to the overall contract times. Change Order No. 2 includes the   installation of additional pipe, valves and fittings. In order to complete these emergency repairs, there were also additional costs for restoration, traffic control, and equipment set up. The emergency repairs had to be completed overnight to minimize disruptions to businesses and traffic.

 

Utilities Staff have reviewed the proposed Change Order No. 2 and recommend authorizing its execution.

Change order cost adjustments are 5.7% of the original contract amount. Change Order No. 2 is the final change order for this project.

 

Project Funding

The project will be funded from the Department of Utilities bonded construction fund per Resolution 7107.

Authorize the City Manager to execute Change Order No. 2 with Westland Construction for Iowa Street Waterline Replacement Project UT1511 increasing the construction contract by $16,285.00 and 8 days.
