Project Description
Queens Road is classified as a future collector street from 6th to Wakarusa and a future arterial north of Wakarusa in the 2040 Transportation Plan. It is currently an unimproved county road in the city limits but not built to city street standards. Development in the surrounding area warrants the improvement of Queens Road for increasing traffic volumes and reliable emergency access.
Public improvement plans are currently being developed for the LINKS addition that includes extension of Rock Chalk Drive east to connect to Wakarusa at Queens Road. In addition, staff is recommending making traffic signal improvements at the intersection of 6th & Queens Road with this project. Branchwood Drive extension (the south approach to 6th & Queens) public improvements plans are under review and likely to proceed this year with development on the southwest corner.
The scope of this project will include design for pavement, waterline, storm sewer, sidewalks, bike facilities and landscaping.
Public Works sent a request to design consultants to submit a proposal for engineering services and qualifications. City staff reviewed the proposals and qualifications and recommended commission to select BG Consultants, Inc. to negotiate design services. The scope and design fee is $10,067.50 for the design of 6th and Queens Intersection Improvements and $180,359.00 for Queens Road Benefit District Improvements (North of 6th Street) for a maximum fee of $190,426.50. This is within the $200,000 budgeted for design projects for this project and is within the recommended engineering service fees based on percentage of construction costs (7.5%). Total Project costs are estimated to be approximately $3,000,000 including engineering.

Project Funding
The city has budgeted $200,000 in 2016 for design costs and $2,000,000 in 2018 for construction pending the establishment of a Benefit District.
Action
Authorize City Manager to approve purchase order for design services for PW1528, Queens Road 6th to North City Limits – Street, Storm, and Waterline Improvement Project to BG Consultants, Inc. in the amount of $10,067.50 for the design of 6th and Queens Road Intersection Improvements and $180,359.00 for Queens Road Benefit District Improvements (North of 6th Street) for a total of $190,426.50.
