1.   Discussion Item: Bicycle Friendly Community

As a quorum wasn’t reached yet, but staff knew Justin Eddings was on his way, the committee began with this item as it didn’t require action. Jessica Mortinger said staff has done all of the technical work for the application. The BAC subcommittee working on the application needs to work on it. She mentioned Charlie Bryn would like to be a part of it and staff can help. Bill Anderson, the chair of the subcommittee, said he can host the group at his house.

 

2.   Discussion/Action Item: Bicycle Rideability Map

Jessica Mortinger said Adam Weigel (the MPO intern) updated the map based on new infrastructure. We are out of the paper version of the current map. We need BAC member edits/changes before we go out to print. Like last time, we will solicit sponsorship to print the map. Lisa Hallberg asked for a ballpark figure of the cost to print.  Ms. Mortinger said a couple of thousand. Bill Anderson asked where we print it? Ms. Mortinger said it is printed on the City of Lawrence contract with is a local company. Mr. Anderson asked if the Jayhawk trail is going to be built. Ms. Mortinger said the portion of the trail that is in the central distract is being built as the central district is developing, but there isn’t funding for the rest of the sections.

 

Justin Eddings and Jacki Becker arrived.

 

Ms. Mortinger asked if we should highlight the Lawrence Loop on the map as a marketing brand. Mr. Anderson asked when edits are due. Ms. Mortinger said by the next month’s meeting. It will be an action item in July. Mr. Anderson asked about having the map as an interactive map online and possibly going paperless at some point. Lisa Hallberg said we could have both because paper is necessary to hand out to folks. Erin Paden verified that comments should be provided by the next meeting. Ms. Mortinger agreed and said we will discuss the printing timeline at the meeting. It is the goal to have the map printed by the time new students are on campus.

 

3.   Call Meeting to Order and Introductions

Lisa Hallberg called the meeting to order at 5:19 p.m. A quorum was present and introductions were made.

 

4.   Action Item: Approval of the April 18th Minutes

A motion to approve the April minutes was made by Bill Anderson seconded by Lisa Hallberg and passed unanimously (6-0).

 

5.   Discussion: Bike Share Feasibility Study

Lisa Hallberg asked the Lisa Enns and Adrian Witte from Toole Design Group to present on the Bike Share Feasibility Study. They presented the hyperlinked presentation - http://lawrenceks.org/assets/mpo/bicycle/BikeShare_Presentation_June2016.pdf. They provided context for what bike share is and how it looks in other communities. BAC members asked about the smallest community to have bike share, electric assist options, revenue captured from user fees, what would be the purpose of the a Lawrence bike share system – who would be the target market, timeline for installation, among other questions. A goal setting activity was completed by the committee. Ashley Myers stated staff will be hosting public information booths during the week to promote the survey and give people a chance to see a bike share bike from Topeka Metro Bikes.  

 

6.   Discussion Item: Signage

Lisa Hallberg asked Jessica Mortinger to present the draft bike signage policy. Ms. Mortinger said Ashley worked on developing the draft policy and priority language based on previous BAC discussions. It makes sense to have the 3 ft passing sign at gateways into the city. Bill Anderson said it would be good to have the Bicycle Friendly Community sign on the same post as the 3 ft passing sign. Nick Voss said that might work as long as there is enough space on the post. Ms. Hallberg said bikes may use full lane signs should be used at bottle neck locations on bike routes. The committee identified priority locations for the two sign types on the map.

 

Mr. Anderson said where would we get the funding for these signs? Ms. Mortinger said grants for education/encouragement/safety and general fund funding, however the transportation project is funded.

 

Ms. Mortinger said this input will be incorporated into the draft policy and map, which will be on the agenda for next month.

 

 

7.   Other Business/Updates

Bill Anderson requested a LCI update from Stephen Mason. Mr. Mason said there was an event last week that didn’t go well. The second week of the youth cycling camp is occurring this week. The only Confident Capable Commuters class happened in May. There weren’t enough people to have it in June. Jessica Mortinger suggested that KU could help promote the class. Mr. Mason said the zombie walk at the housing authority was great. The event is growing. Twenty-five helmets were given out. Lastly, Luke, an LCI, who helped out with the May CCC class had his bag stolen, so he is taking donations to replace Luke’s bag and the tools inside of it.

 

Bill Anderson said the Boy Scouts released a stat that since 1997 (in the USA) kids that play outdoors have decreased by 50%.

 

Lisa Hallberg said Lawrence Unchanged held its fundraising event and it went great!  And the Ride with Commissioners in May went well and the bike police escort was wonderful to have.

 

Jacki Becker said she walked with Nick recently to locate new downtown bike rack locations.

9.   Adjournment of Meeting and Announcement of Next Meeting

The meeting adjourned at 6:40 PM. The next Regular Meeting is scheduled for July 18, 2016 at 5:00 pm in the Parks and Recreation Conference Room.
