Event Permit – 2016 Live on Mass event (August 19, 2016)

 

Background

The Granada (1020 Massachusetts Street) has requested a Street Event Temporary Use of Right-of-Way Permit to close the sidewalk only on the east side of Massachusetts Street, from 1016 Massachusetts Street south to 11th Street on Friday, August 19, 2016 from 5:00 p.m. to 11:59 p.m. (see attached map). They have also requested an ordinance to allow the sale, possession and consumption of alcohol within the public right of way. The event would feature live music, food, and a beer garden area. The stage and music event will be located on the private lot located at 1040 Massachusetts Street. The applicant is working with the Planning Department on a special event permit for that location.

 

The request to sell, possess and consume alcohol within the public right of way has been reviewed pursuant to City of Lawrence Code, Chapter IV, Article 1, Section 4-113 and the event was not found to be within 400 feet of a church or school.

 

Possession and consumption of alcohol on the right-of-way is generally prohibited, unless the City Commission adopts an ordinance exempting an area from that prohibition. The attached Ordinance No. 9268 would temporarily allow the possession and consumption of alcohol on the sidewalk only within the limits outlined above on the east side of the 1000 block of Massachusetts Street during this event.

 

The applicant has obtained written permission from the adjacent property owners to hold this event and close the sidewalk. Sidewalk closed signs and detour will be posted by the applicant while the sidewalk is closed. Notice of this event and pending City Commission action has been sent to the adjacent property owners and the Lawrence Association of Neighborhoods (see attached notice).

 

In addition, Police, Parks and Recreation, Public Works, Fire/Medical, Lawrence Transit, Downtown Lawrence, Inc., Planning, Lawrence Association of Neighborhoods and eXplore Lawrence have been sent the permit application for review.

 

ACTION

Approve a Street Event Temporary Use of Right-of-Way Permit allowing the closure of the sidewalk only on the east side of Massachusetts Street, from 1016 Massachusetts Street south to 11th Street on Friday, August 19, 2016 from 5:00 p.m. to 11:59 p.m. for the Live on Mass Event.

 

Adopt on first reading Ordinance No. 9268, allowing the sale, possession and consumption of alcohol on the east side of Massachusetts Street, from 1016 Massachusetts Street south to 11th Street (sidewalk only) on Friday, August 19, 2016 from 5:00 p.m. to 11:59 p.m. for the Live on Mass Event.
