RE:	Authorize the City Manager to execute change order No. 4 for the Michigan/Arkansas, 2^nd Street to 4^th Street Waterline Replacement Project, UT1427.

Background

The Michigan/Arkansas Street 2^nd Street to 9^th Street waterline replacement project was evaluated as part of a preliminary design report, which established viable alternatives for alignment, project prioritization, construction cost estimates, and sequencing that will align with planned street rehabilitation work and budgeted funding. The assessment study identified the Michigan/Arkansas Street from 2^nd Street to 9^th Street waterline as a priority for replacement due to the size, age, and condition of the 6” and 8”, 1922, 1958, and 1959 cast iron main. In addition to the Michigan/Arkansas section, this project will also replace the existing 6”, 1959 cast iron main on Florida Street from 3^rd to 4^th Street. Similar to the existing line on Michigan/Arkansas, the section of waterline on Florida Street from 3^rd Street to 4^th Street needs to be replaced due to size, age, and condition. The proximity and similar scope of work to the Michigan/Arkansas Street project affords the opportunity to complete the smaller Florida Street project in conjunction with the larger Michigan/Arkansas project.

Project Description

The Michigan/Arkansas Street, 2^nd to 9^th and Florida Street, 3^rd to 4^th Waterline Replacement Project, as shown on the attached map, includes the replacement of approximately 5,800 linear feet of 6” and 8”, 1922, 1958, and 1959 cast iron main with 8” PVC waterlines. The project also includes valves, fittings, fire hydrants and other miscellaneous appurtenances for the waterline located along Michigan/Arkansas Street from 2^nd Street to 9^th Street and Florida Street from 3^rd Street to 4^th Street. 

Project Details

The Utilities Department’s contractor, Banks Construction, has successfully completed the Michigan/Arkansas Waterline Replacement 2nd to 9th Street and Florida Street from 3^rd Street to 4^th Street project, UT1427.  Change Order No. 4 represents a net increase to the construction contract of $22,130.00 to adjust the final quantities to what was installed in the field. In order to keep customers in service, avoid existing utilities, and to deal with unknown field conditions; it was necessary to install additional valves, fittings and other miscellaneous appurtenances. This change order also includes additional quantities for pavement/sidewalk restoration that was needed in order to locate unknown utilities and to remove and replace street pavement and sidewalks at appropriate locations (existing joints, outside of existing cracks, etc.). 

Utilities Staff have reviewed the proposed Change Order No. 4 and recommend authorizing its execution.

Project Funding

The project will be funded from the Department of Utilities bonded construction fund per Resolutions 7019 and 7062.

Action

Authorize the City Manager to execute Change Order No. 4 to the existing construction contract with Banks Construction, LLC in the amount of $22,130.00 for the Michigan/Arkansas 2^nd Street to 9^th Street Waterline Replacement Project, UT1427.
