Authorize the City Manager to execute a supplemental agreement with BG Consultants for the design of the Utility Relocations (UT1505) related to the 23rd and Ousdahl Storm Sewer Project (PW1134). |
Background
The intersection of 23rd Street and Ousdahl Road experiences flash flooding during heavy storm events and is frequently inundated and impassable to vehicular traffic (see attached map). This area was identified as Project No. 8 in the 1996 Stormwater Master Plan. The existing storm sewer infrastructure currently provides capacity for a 2-year or less storm event which results in localized street flooding. In other words there is a greater than 50-percent chance of this type of storm event occurring in any given year. At its October 8, 2013 meeting, the City Commission approved an engineering services agreement with BG Consultants in the amount of $89,702.00 for the design of stormwater and geometric improvement plans for the intersection. At its September 22, 2015 meeting, the City Commission approved supplemental agreement #1 for additional surveying & engineering services.
Project Description
The project included the design of a storm sewer system from the west property line of Schwegler School to W. 24th Street, 600' east and west along 23rd Street from Ousdahl Road, a stormwater detention basin located on the southwest corner of the Schwegler School property, geometric improvements for Ousdahl Road at 23rd Street, and new storm sewer from Ousdahl Road to Naismith Creek.
During the design process, BG Consultants determined it will be necessary to relocate the existing waterline at multiple locations and relocate approximately 620 feet of sanitary sewer along 23rd Street West of Ousdahl Road in order to allow for the storm sewer pipe and inlet installations. In order to limit the disruption to the neighborhood existing waterline scheduled for replacement on Ousdahl Road from 23rd Street to 24th Street will also be included as part of this project (see the attached map) It is anticipated that the construction of the utility relocates and waterline replacement will be completed with the storm sewer project.
Project Funding
Engineering services for supplemental agreement #2 will be funded from the Department of Utilities bonded construction fund per the adopted Capital Improvement Project Scenario 5 for the 2013-2017 period.
Action
Authorize the City Manager to execute a supplemental agreement with BG Consultants in the amount of $19,500.00 for the design of the necessary Utility Relocations (UT1505) related to the 23rd and Ousdahl Storm Sewer Project (PW1134).
