Project Description
Queens Road is classified as a future collector street from 6th Street to Wakarusa and a future arterial north of Wakarusa in the 2040 Transportation Plan. It is currently an unimproved county road in the city limits but not built to city street standards. Development in the surrounding area warrants the improvement of Queens Road for increasing traffic volumes and reliable emergency access (see attached map).
Public improvement plans are currently being developed for the LINKS addition that includes extension of Rock Chalk Drive east to connect to Wakarusa at Queens Road. In addition, staff is recommending traffic signal improvements at the intersection of 6th Street and Queens Road with this project. Branchwood Drive extension (the south approach to 6th Street and Queens Road) public improvements plans are under review and likely to proceed this year with development on the southwest corner.
The scope of the project will include design for pavement, waterline, storm sewer, sidewalks, bike facilities and landscaping.
Consultant Selection Process
A five member selection committee reviewed the Qualification Statements and rated each firm’s proposals on criteria listed below on a 0-10 scale, 10 being the best. Scores were totaled and firms were ranked by best score in order to select the design consultant. Consultants who submitted proposals included (Bartlett & West, BG Consultants, CFS Engineers, PEC Engineers, and Landplan Inc.). Of these engineering firms, Bartlett & West, BG Consultants, and PEC Engineers were invited for an interview.
The committee members were: Chuck Soules, Public Works Director; David Cronin, City Engineer; Nicholas Voss, Project Engineer; David Woosley, Traffic Engineer; and Leah Morris, Project Engineer.
Firms were evaluated on the following criteria:

Based on a thorough evaluation using the above mentioned criteria, the selection committee is recommending that the city negotiate an Engineering Services Agreement with BG Consultants.
Project Cost / Funding
The city budgeted $200,000 in 2016 for design costs and $2,000,000 in 2017 for construction costs; the approximate cost share for the existing neighborhood east of Queens Road that would be in the benefit district.

Action Request
Authorize staff to negotiate an agreement with BG Consultants for engineering services for the Queens Road Improvements Project. The agreement will be presented at a later date to the City Commission for approval.
