RE:	Request for approval for works of art, 1714 W 23^rd Street

Background

Sign permit applications were received by the Development Services Division on May 19, 2016, requesting permits for installation of works of art to be applied and/or affixed to the building under construction for Qdoba Mexican Eats at 1714 W. 23^rd Street.  The proposed art includes the following items.

• One (1) art panel affixed to the west wall that would be 82 square feet in area (12 feet 4 inches by 6 feet 8 inches).
• Three (3) art panels affixed to the south wall that would include two panels 55 square feet in area (8 feet 4 inches by 6 feet 8 inches), and one panel 109 square feet in area (16 feet 4 inches by 6 feet 8 inches).
• One (1) art panel affixed to the east wall that would be 82 square feet in area (12 feet 4 inches by 6 feet 8 inches).

In addition to the request for permits for art panels, the applicant is requesting permission to apply graphic film to the south storefront windows facing 23^rd Street.  The City’s practice has been to not require permits for graphics applied to the interior of storefront windows, but the application and graphics are included as submitted for context.

The requested art panels and window display are in addition to business advertising signs for which permits have already been issued, including wall signs on the south and west walls and a monument sign.  The approved wall signs are as shown on graphics provided with the applications.  The approximate location of the monument sign is shown on the plot plan provided with the applications, although the sign will be required to be located entirely on the Qdoba property.  An accurate plot plan for the monument sign location is included with the monument sign permit file.

The City regulates “works of art” as part of the sign regulations.  The process calls for a review and recommendation by the Lawrence Cultural Arts Commission, and then approval by the City Commission.

Project Status

Lyndsey Demmel, a representative from Qdoba Mexican Eats, presented the five art panels’ designs to the Lawrence Cultural Arts Commission at their regular monthly meeting on May 11, 2016.  The Lawrence Cultural Arts Commission voted unanimously to approve the designs and imagery.

Action Requested

Approve the proposed artworks for Qdoba Mexican Eats, 1714 W. 23^rd Street, in accordance with the designs and applications approved by the Lawrence Cultural Arts Commission.
