Selection of Airport Engineer of Record with the FAA for a 5-year period |
The Federal Aviation Administration (FAA) requires local General Aviation Airports to have an engineer of record to assist airports with projects, programs, and compliance with FAA regulations. The engineering/consulting firms are selected following a qualification based selection (QBS) process outlined by the FAA. Firms are selected to provide services for a 5-year period. This does not preclude choosing another firm for a specific project, however the selection process takes significant time and typically the engineer of record has a lot of project development information which is beneficial for securing FAA funding. Therefore, typically the engineer selected in this process will complete projects developed over the next 5-year cycle.
The selection process included:
Ø Receiving qualifications from interested firms
Ø Review by the selection committee, consisting of City Staff and Airport Board Members
Ø Interviewing by the Airport Board
Three firms submitted qualification statements and were interviewed. Those firms included:
Ø Airport Development Group (ADG)
Ø Burns & McDonnell
Ø WSP Parsons Brinckerhoff
Firms were evaluated by the Airport Board based on the following:

Ability to perform the desired services within the time prescribed |

Past performance of firm |
4. |
Staff’s training schools attendance |
5. |
Previous experience with similar work |

Work commitment which could limit performance |

Firm’s familiarity with the project area |

The Board is recommending the firm of ADG to be the Lawrence Municipal Airports Engineer of Record with the FAA for a 5-year period.
This selection process does not have a current engineering contract or project associated with the selection. When projects receive funding a contract for services will be provided to the commission for approval.
Projects currently on the FAA’s 5-year Airport Capital Improvement Plan (ACIP) are attached.
Action
Approve the recommendation from the Airport Board to select Airport Development Group (ADG) as the Lawrence Municipal Airport Engineer of Record with the FAA for a 5-year period.
