RE:	Federal Motor Carrier Safety Regulations

Ordinance No. 9222 updates City of Lawrence, Kan. Code §§ 17-1001 and 17-1004 pertaining to the Federal Motor Carrier Safety Regulations. The federal regulations provide minimum standards that apply uniformly for the operation of commercial motor vehicles like trucks and buses in interstate commerce, and are established by the Federal Motor Carrier Safety Administration to help reduce crashes and injuries related to commercial motor vehicles. Lawrence adopted the Regulations for the first time in 2006 for the purpose of protecting personal safety and property on City streets.  

The Ordinance makes two updates: (1) Incorporates the 2015 Regulations; (2) Amends the exceptions to the Motor Vehicle Safety Act by deleting an exception and replacing it with one as set out by Kansas state statute, K.S.A. 66-1,129(c).

Action Requested:

Adopt on first reading Ordinance No. 9222, amending City of Lawrence, Kan. Code §§ 17-1001 and 17-1004, pertaining to the adoption of and exceptions to the Federal Motor Carrier Safety Regulations.
