Award bid for rehabilitaton of City Hall elevators, Project No. PW1609 RFP# (R1606)

 

Background

During the April 12, 2016  City Commission meeting, the City Commission authorized staff to solicit proposals for the rehabilitation of the elevators at City Hall PW1609 through an RFP process. There were four submittals for this project and staff has reviewed the proposals for accuracy, completeness, qualifications, selection options and cost in the choice of our recommendation.

 

Review of the alternates has revealed that staff can complete any interior or exterior upgrades to the cars at significant cost savings with the exception of card readers. Travel cables for security cameras and card reader devices are included in the base bid so that future installation can occur.

 

Time line for installation will be dependent on the date of execution of the contract but will require 14 weeks lead time for engineering and materials. Completion of each elevator will take between five (5) and six (6) weeks. One elevator will remain in service at all times for the duration of the project.

 

Additionally the fire alarm and detection system for the elevators will need to be upgraded to meet current standards. This will be completed by a qualified fire detection/monitoring company at an additional cost of approx. $8,500.00. Competitive bids will be obtained for this scope of work.

Staff Recommendation

Staff recommends the selection of Minnesota Elevator Inc. (MEI) for the rehabilitation of the elevators at city hall project (# PW1609, RFP # R1609) for the base bid only, at a cost of $219,961.00. Funding for this project will come from the capital equipment reserve.
