Background
Staff has identified the ongoing need for the replacement and rehabilitation of water distribution infrastructure due to pipe age, reliability, water quality, capacity issues and conflicts with proposed street improvement projects. The City of Lawrence Utilities Department and Professional Engineering Consultants, Inc. (PEC) are in the design phase of Project UT1514 Harper Street Waterline Replacement Project.
Project Description
As part of the 2016-2017 Waterline Rehabilitation Program, staff identified and prioritized eight projects that will be designed and constructed. The waterline along Harper Street, from 15th Street to E. Glenn Drive, as shown in the Harper and 15th Street Waterline map is currently under design with PEC.
The existing waterline on 15th Street from Cadet Avenue to Lindenwood Lane is a 6” cast iron (1954) waterline. Due to pipe age, material, break history, and coordination with planned street improvements, this section of waterline has been identified for replacement. The project will require approximately 2,300 linear feet of new 8” waterline along 15th Street from Cadet Avenue to Lindenwood Lane, as shown in the Harper and 15th Street Waterline map. Utilities Department staff recommends that this section of additional waterline replacement be added to the current design contract for Project UT1514 Harper Street Waterline Replacement due to the location of the waterline and the coordination with the planned street improvements. With the addition of the waterline replacement along 15th street, construction is anticipated to begin in fall of 2016.
Project History
October 14, 2014, City Commission authorized Utilities staff to advertise a Request for Proposals, RFP R1415, for Design and Construction Phase Engineering Services for the 2016-2017 Waterline Relocation/Rehabilitation Program.
November 10, 2015, City Commission authorized the Interim City Manager to execute Engineering Services Agreement for Project UT1514 Harper Street Waterline Replacement Project.
Utilities staff has negotiated additional Supplemental Agreement No. 2 with PEC for the proposed work. The proposed scope of services and fee for the design of Project UT1514 Harper Street Supplemental No. 2, in the amount of $42,750.00 is commensurate and appropriate for the project. The fee includes basic A/E design as well as non-basic A/E services related to sub-consultant coordination, geotechnical investigation, and advertising and bidding.
The table below reflects the proposed fee components in relation to preliminary construction cost estimates:

The basic A/E cost is 9.4% of the estimated construction cost, which is below the recommended amount of 9.48% per the design fee guideline adopted by the City of Lawrence on January 11, 2011. Additional non-basic A/E services for the project include geotechnical investigations along Harper Street and 15th Street. Non-basic services as a percentage of the estimated construction cost of 1.0% are commensurate and appropriate for the project based on historical project costs.
Project Funding
The project will be funded from the Department of Utilities bonded construction fund per the adopted Capital Improvement Project Scenario 5 for the 2013-2017 period.
