The Lawrence Arts Center (LAC) request for city approvals and support for the 2016 Free State Festival:

 

This year we will host two outdoor concerts as well as a family-friendly day of activities.  We will close the street between 9th and 10th of New Hampshire Street from the northern side of the South entrance of the New Hampshire Street Parking garage to the intersection of 9th and New Hampshire (see map.)  The outdoor concerts will occur on Friday, June 24th and Saturday, June 25th , and the family-friendly day will be from 10AM to 3PM on Saturday, June 25th.  The street closure will begin at 9AM on Friday, June 24th and end at 9AM on Sunday, June 26th.  Below are the requested donated services from the city for our events.

 

Outdoor Music and Street Parties – June 24th and June 25th

 

The LAC has requested a Temporary Use of Public Right-of-Way Permit for the use of New Hampshire Street – between the South Entrance of the 9th and New Hampshire Parking Garage to 9th Street. 

                  

The LAC would place bags/no parking signs on meters on New Hampshire Street at 9AM on Thursday, June 23rd. Access to the parking garage will be available at the 10th and New Hampshire entrance (South) and at the 9th Street North entrance for the duration of the street closure. 

 

Temporary sale, possession and consumption of alcohol

 

The LAC has requested a permit for the temporary sale, possession and consumption of alcohol in the described street location on New Hampshire during the outdoor music and street parties beginning on Friday, June 24th at 12PM until Saturday, June 25th at 11:59PM. 

 

Police services

 

The estimated Police Department staffing resources needed to manage the event are as deemed appropriate by the Lawrence Police Department. (NOTE: the Free State Festival staff met with Sergeant Myrone Grady on Wednesday, April 27th and discussed plans for the outdoor events.)

 

Fire Medical services

The estimated Fire Department staffing resources needed to manage the event are as deemed appropriate by the Lawrence Fire Department. (NOTE: the Free State Festival staff met with Capt. Pat Karlin on Wednesday, April 27th and discussed plans for the outdoor events.)

 

Trash and Recycling services

The LAC has requested placement of an additional 12 trash barrels downtown during the street party and outdoor music events. LAC staff or volunteers will be responsible for emptying these trash barrels as needed.  LAC staff would like the barrels delivered to 9th and New Hampshire by the Parks & Recreation Department no later than 12PM on Friday, June 24th.

 

The LAC is requesting the placement of recycling containers as deemed appropriate by the Resource Recovery and Waste Management Division. 

 

The LAC is requesting the donation of a 20 yard box from the solid waste division for the evenings of the outdoor street events.

 

Miscellaneous city services

The LAC has requested a number of other items of support from the city. These items can be accommodated by the Public Works Department.

§  Use of 8 saw horse barricades to be placed at either end of the street on New Hampshire.
