Monthly Meeting, March 9, 2016

MINUTES

 

Chair Katherine Simmons called the meeting to order at 7:06 p.m. in the Lawrence City Council Chambers at Lawrence City Hall, 6 E. 6th Street.

 

Action Items:

·         The February 10, 2016 minutes were accepted as presented.  Richard Renner moved to accept the minutes, which was seconded by Sean Reardon and approved unanimously by the LCAC members present

 

New Business:

1.      Lawrence Arts Center, Spring Break Guerilla Arts Camp, Review for “Signs of Community Interest” Temporary Art,

Neal Barbour from the Lawrence Arts Center presented the Guerilla Arts Camp project for displaying large photo posters depicting the student’s created identity on the Eldridge Hotel and US Bank locations in downtown Lawrence. Recommendation was made to support this under the “Signs of Community Interest” permit. Motion to accept was made by Michel Loomis, seconded by Mike Maude and passed unanimously by the commission.

 

Alicia Kelly, Curator for the Hang 12 program (another LAC education program for older students) presented her project called Rainworks. In this project students will use biodegradable and water resistant ink on the sidewalks to create artistic patterns and signs. The commissioners discussed whether this was under the purview of the LCAC and if was a “Signs of Community Interest” consideration. Porter Arneill was instructed to look into it more closely and report back at the next LCAC meeting. He received a Fact Sheet on the project from Neal Barbour.

 

2.      Transient Guest Tax,

Porter Arneill reported that 23 applications had been received and the review committee was meeting on Friday March 11th, 2016 at 2:30 to review.

 

After a brief announcement of the changes to the LCAC Committees by Katherine Simmons it was decided to begin Committee Reports at this time.

 

Committee Reports:

 

PROGRAM COMMITTEES:

Public Art: Outdoor Downtown Sculpture Exhibit: Porter Arneill reported that the ODSE program received 25 artist applications with 2 being disqualified for being outside the stipulated 600 mile radius area. Discussion followed around the selecting a Juror or a Committee to select the artwork for display. Patrick Kelley expressed support for a hiring a single Juror to decide. Joshua Falleaf expressed support for a committee of local individuals to do the selecting. Merits and drawbacks were discussed about each approach.

 

Katherine Simmons explained the past process of a committee making the initial selections then passing them along to the juror for final selection. Noting that the process was behind schedule, it was decided to keep the past selection method and to look into making it a local committee selection for the following year.  Discussion followed around suggestions for a good juror for this year’s selection of applications.  Commissioners were asked to provide names to Porter ASAP and three names were suggested during the meeting.  Porter will follow up on a first-come-first-served basis to stay on schedule.

 

Awards and Grants: Michel Loomis presented 3 artists she’s selected for making the Phoenix Award for 2016. They were, Jeremy Rockwell, Kyla Strid and Andrew Cho. Discussion followed on the preferred artist and was narrowed to 2 – Jeremy and Kyla. Michel was instructed to make the selection and report back to the commission when done.

 

Michel made a request for funding for a video producer/editor for a piece for each Phoenix Award recipient to be played at the ceremony in November. Christie Dobson had done this without payment at the 2015 ceremony and it was well received. Michel sought to make it a permanent part of the ceremony and provide payment for the service. Discussion followed about the budget for the Phoenix awards and the need to review it. Item was tabled until next commission meeting to give time to look over the budget.

 

Final Fridays: Porter reported that the February Final Friday was well attended and that the Google Maps site displaying the FF locations had received 2,195 hits. He also reported that a meeting with FF stakeholders and LCAC committee members was held on February 11th at the public library. Ideas were proposed to make FF better including creating themes for each month and holding bi-annual meetings of the FF stakeholders.

 

STRATEGIC COMMITTEES:

Culture Plan Committee: Update made under Old Business agenda item

 

 

Old Business:

 

1.   East 9th  – Update: Porter Arneill reported on the El Dorado letter and new design schemes reflecting public input on the bike lane placement. Details were presented to the commissioner of the changes and preliminary recommendation. The selection will be presented to the Citizens Advisory Committee, East Lawrence Neighborhood Assoc. and other public interest groups with a final presentation made to the City Commission on April 13th. Porter presented an updated calendar of these scheduled meetings and discussed a matter where the Lawrence Journal World had misrepresented the recommended design as final.

 

2.   Cultural Plan: Update: Katherine Simmons and Porter Arneill reported that they had a meeting with Cindy Maude from Callahan Creek where she presented 2 plans for promoting the Cultural Plan. The first plan is to tie into the existing “Unmistakably Lawrence” marketing established recently by the Convention and Visitors Bureau. The second plan is to create “Intervention/Antagonist” program where an alternative viewpoint to the Cultural Plan is presented to create reaction and support for the plan. Discussion followed about the two plans and other plans to create an arts project to help promote the plan.

 

3.   Arts and Economic Prosperity 5: Update: Porter reported on the progress of getting local arts organizations to assist in the survey. They include so far – the Lied Center, Theater Lawrence, the Lawrence Arts Center and Final Friday participants. Discussion followed about having the Cultural Arts Development committee select events and volunteer to take surveys. Patrick Kelly agreed to convene the committee and report back to the commission. Porter requested commissioner input to find a comprehensive list of non profit art organizations in Douglas county.

 

4.   Intersection Repair Project: Update: Porter Arneill and Mark Thiel will meet with the artists to go over details before the contract and appropriate permitting goes on the city commission consent agenda in the next couple of weeks in preparation for the April 23 installation target date.

 

 

Director of Arts and Culture Items: Porter Arneill presented the remainder of his report that was not presented during the previous discussions. This included information about the Johnson County Arts and Heritage Center public art selection process and the upcoming tour for the Director and Convention Coordinator for the International Sculpture Center on March 16th.

 

Commissioner Items: Joshua Falleaf and Kristina Walker presented information about upcoming events.

Cultural Plan (Action A.4.a.ii., Action A.1.b.v.)

§  Katherine and Porter met with Cindy Maude, Tug McTighe and Jan-Eric Anderson on Thursday, Feb. 18 and will meet with them again later in March for updates.

 

East Ninth (Action A.3.a.ii., Action A.3.c.ii., Action A.3.c.iii.)

·         The CAC met on March 2nd and viewed two updated concept design schemes―one with updated sidewalks and shared bike lanes in the street and one with an 8’ shared-use path/sidewalk on the south (http://lawrenceks.org/9th-street-corridor-project).  el dorado is recommending the “shared path” scenario in the interest of maximizing green space and parking while preserving historic brick sidewalks and existing mature trees.

·         The CAC will hold its final meeting on Wednesday, March 30 at the Library.

·         el dorado has conducted 6 more CAC meetings than originally agreed to in the contract.  A summary timeline/meeting schedule is below for reference – page 3.

 

ODSE (Action A.1.a.iii, Action A.2.b, A.3.a.ii)

·         Twenty five artists submitted.  Two are ineligible due to distance. 

·         There have been challenges related to securing a juror.  Suggest using the Public Art Committee to review and select before presenting to Parks and Recreation.

 

Final Fridays

·         The FF committee met with Final Fridays stakeholders on Thursday, February 11 at 4:30 at the Library and gleaned some insights and ideas about expectations.  Without staff support and funding, it’s difficult to fulfill much more than current although the idea of “themes”―monthly? Quarterly?―seemed to resonate.  There’s also a desire to create a shared DIY/FAQ-like web presence for reference for people wanting to participate.

·         February Final Fridays was busy with 2,195 hits on the Google map.

 

Transient Guest Tax Grant Program (TGT Grant Program) (STRATEGY A.2.b)

·         23 requests were submitted for the TGT Grant program. 

·         The TGT Grant Advisory Board will meet on Friday, March 11 at 2:30 to review.

§  Want to work with the committee to continue securing Audience Intercept Surveys and develop a comprehensive list of Arts and Culture organizations in Douglas County by the March 21 due date.

§  Submitted the final report for the 2014-15 grant on 2/3



 

Miscellaneus

·         JOCO Public Art Panel for King Louie/new Arts and Heritage Center – the panel conducted interviews on February 18 and then anonymously filled out scoring forms.

·         Will provide a tour for the Director and Convention Coordinator for the International Sculpture Center (ISC) on March 16 in the afternoon.  They’re planning their national 2017 conference in Kansas City and want to do something in Lawrence as Eldon Tefft created the ISC in 1960 at KU.
