Pump Station PS5 Project Description
Wastewater Pump Station PS5 is one of the larger wastewater pump stations in the collection system. PS5 pumps flows directly to the Wastewater Treatment Plant. The original scope of the project included the installation of a single variable frequency drive (VFD), HVAC, flow meters, a bypass pumping connection and an emergency generator connection (map attached).
Currently when the sewage level at the pump station reaches the upper set point, a pump is started at 100% speed and when the water level is pumped down to the lower set point, the pump is turned off. Should the sewage level continue to rise, a second pump is started. This method of operation requires several start and stops per hour (depending on flow). The installation of VFD’s will allow the pumps to run more consistently and at a lower speed to match the required flow. This operation is more efficient electrically and eliminates the wear on the electric motors due the frequent starts. Utilities Department staff will program, build and install the required PLC controls for the modified pump operations based on flow and level control.
Pump Station PS5 Project Status
Staff has negotiated Supplemental Agreement No.5 to the existing Engineering Services Agreement with Black & Veatch for additional Design Phase Engineering Services in the amount of $44,338.00.
The additional work has been necessitated by ongoing equipment failures and damage to additional electrical equipment due to a lightning strike since the original scoping of the project. The additional design work includes services related to a load study to assess the ongoing suitability of the existing primary electrical service, the installation of two additional VFD’s, replacement of the existing motor control center with a service entrance rated automatic transfer switch, installation of an electrical distribution switchboard, separate lighting transformer and panelboard, and an emergency generator connection.
The supplemental agreement reflects an appropriate scope of services, and fee for the additional requested work.
Clinton Zebra Mussels Project Description
In March of 2014 Department Staff, Black & Veatch, and Pure Technologies performed a comprehensive structural and CCTV inspection of the 36” diameter, 9,000 ft. long raw water transmission main from Clinton Lake to the Clinton Water Treatment Plant (map attached). At that time, in spite of known populations in Clinton Lake, no zebra mussels were found in the transmission main.
As part of the current construction of the Clinton Raw Water Pump Station Electrical Improvements, 400 ft. of the raw water transmission main immediately outside the pump station was relocated. During the relocation, a substantial accumulation of zebra mussels was found on the inside of the pipe (photos attached). As a follow up to finding the mussels at the pump station Staff also CCTV inspected the pipe approximately 3,700 ft. downstream of the pump station. Lesser accumulations of zebra mussels were found in this area of the pipe. Accumulations of unviable shells and some living mussels have been found at the plant and pump station over the last couple of years, including this winter. Left unchecked zebra mussels can continue to accumulate and eventually constrict the inside diameter of the pipe, as well as migrate to the treatment plant where they can be detrimental to plant treatment process and pumping equipment.
Black & Veatch are currently providing construction phase engineering services for the Clinton Raw Water Pump Station Electrical Improvements. They are well positioned to provide the requested services with knowledge of these facilities, the Department’s operations, and a history of successful zebra mussel projects for other utilities. Staff has negotiated a scope and fee with Black & Veatch for engineering services to review the existing raw water system infrastructure, including those facilities owned and operated by the US Corps of Engineers, and determine the risk of infestation throughout the system; facilitate a workshop with representatives from the Department of Utilities, US Corp of Engineers, Kansas Department of Health and Environment, and Kansas Department of Wildlife and Parks; develop capital and annual operations cost estimates for a range of chemical and possibly biological control measures; develop a list of decision criteria and a decision matrix to rank the options; hold review meetings; and provide draft and final reports on the findings and recommendations.
The project schedule is approximately 3 months from notice to proceed. Proceeding with the project at this time may allow for the design and construction of improvements to mitigate Zebra Mussel infestations to be carried out in conjunction with the current construction contract for the Clinton Raw Water Pump Station Electrical Improvements scheduled to be completed in November 2016.
Project Funding
The Pump Station PS5 project is funded from the Department of Utilities Bonded Construction Fund per Resolutions 7062 and 7107, and the Non-bonded Construction Fund.
The Clinton Zebra Mussel Impacts and Control Study is funded from the Department of Utilities Non-Bonded Construction Fund.
