Award Bid No. B1604 and authorize the City Manager to execute the construction contract for Sunnyside Avenue Waterline Replacement, Project UT1502.

 

Background

The existing waterline on Sunnyside Avenue from Louisiana Street to Sunflower Road is an 8” cast iron (1930) waterline.  Due to pipe age, material, and reliability, this section of waterline has been identified for replacement. The City of Lawrence Utilities Department and Professional Engineering Consultants, Inc. (PEC) have completed design phase engineering services for the replacement of the 1930 8” cast iron waterline on Sunnyside Avenue.

 

Project Description

The Sunnyside Avenue Waterline Replacement Project, as shown on the attached exhibit, includes the replacement of approximately 900 linear feet of 1930 8” cast iron waterline with 12” PVC waterline from Louisiana Street to Sunflower Road, and the abandonment of a 1930 6” cast iron waterline along Louisiana from Sunnyside Ave. to 17th Street. As part of this project, the redundant waterline for the KU Power Plant will be replaced. The project also includes valves, fittings, fire hydrants and other miscellaneous appurtenances for the waterline located along Sunnyside Avenue from Louisiana Street to Sunflower Road. The project is scheduled to be completed by November 27, 2016. 

 

Project Details

On March 29, 2016, the Commission set a bid date of April 19, 2016 for the project.  Professional Engineering Consultants completed construction documents for the project and it was advertised for bid on March 20, 2016. Bids were opened on April 19, 2016 and the bids were read publicly aloud as follows:

Based on discussions with the apparent low bidder, Angell’s Excavating does not have the necessary experience to perform the work by horizontal directional drilling as directed in the plans.  Professional Engineering Consultants have reviewed the bids, qualifications, and current project commitments of the second low bidder, Banks Construction. Per the attached letter and bid tabulation, Professional Engineering Consultants recommended awarding the bid to Banks Construction.

 

Project Funding

The project will be funded from the Department of Utilities bonded construction fund per Resolution 7107. Per the Memorandum of Agreement that was signed by City and University of Kansas staff, the University will be participating in 50% of the construction costs for the project, not to exceed a total construction cost of $350,000.

Award Bid No. B1604 to Banks Construction and authorize the City Manager to execute the construction contract in the amount of $284,000.00 for Sunnyside Avenue Waterline Replacement, Project UT1502.
